About this file

This sources sought notice from the Federal Highway Administration seeks responses from potential sources to procure vehicle trajectory datasets that document how connected and automated vehicles operate in traffic and how adjacent vehicles behave in their presence. Interested parties are invited to submit capability statements by June 30th, 2020 addressing their technical capabilities and experience collecting, processing, and documenting similar datasets. Responses should identify the firm's name, address, point of contact, DUNS number, GSA schedule if applicable, size standard under NAICS code 541330 for Engineering Services, and business classifications. Capability statements are limited to four pages and must address the firm's description of technical capabilities and relevant experience, experience and expertise of potential staff, description of three relevant projects completed in the last three years, and research and technology transfer products developed. This sources sought notice is to conduct market research to inform an anticipated contract award for these services.

See below Section 5 entitled, “REQUESTED CONTENT OF RESPONSES TO THIS SOURCES SOUGHT” for submittal content instructions.

2. INTRODUCTION

Potential Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated contract award. The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability, capability, and experience specific to traffic management systems with dedicated operations centers that are qualified to perform all or some of the work described below; and (2) the size classification of the available and capable sources with the required experience relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.

This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the FHWA will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses with responding to this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease an information provider’s likelihood of being awarded any contract in the future by FHWA for the requisite services.

Pursuant to 48 C.F.R., Part 10, the Government is conducting market research to:

· Determine what sources exist that can satisfy the Government’s requirements listed below,

· Determine the capabilities of potential contractors,

· Determine the size and status of potential sources, and

· Determine the level of competition (i.e. 8(a), set-aside, or full and open).

3. BACKGROUND

This is a sources sought announcement to conduct market research. The FHWA Office of Acquisition and Grants Management contemplates award of a contract to accomplish the work described herein. The results of this sources sought/market research will assist to identify potential offerors having an interest in and the resources with the necessary capability and experience to accomplish the work and contribute to determining the method of procurement. This sources sought/market research will evaluate only the prime contractor or lead firm that submit a response.

4. SCOPE OF WORK

A. BACKGROUND

The Federal Highway Administration is pursuing research to procure datasets that document how Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS)—with or without connectivity—operate in traffic. The Society of Automotive Engineers (SAE) Levels of Driving Automation Standard for Self-Driving Vehicles (J3016TM) defines ADAS and ADS features. ADAS features, which include SAE levels 1 and 2, are available in new cars sold today and include features like automatic emergency braking and adaptive cruise control. ADS technology, SAE levels 3–5, is currently under development and is being tested on roadways and test tracks today.

These datasets shall also document how adjacent vehicles in the traffic stream, detectable by vehicle sensors equipped on the ADAS/ADS, behave in the presence of the subject ADAS/ADS. These adjacent vehicles may be manually driven (SAE L0) or may have some automated capability (SAE L1–L5). These datasets, collected on arterials or freeways, shall include data variables for both the instrumented ADAS/ADS and the adjacent vehicles (manually driven, ADAS, or ADS) in the traffic stream. These datasets shall be research-ready and not requiring additional post-processing, upon delivery to FHWA, to build models of both ADAS/ADS driving behavior and the behavior of vehicles (manually driven, ADAS, and ADS) in the presence of subject ADAS/ADS. These datasets shall have clear data ownership rights, enabling FHWA to publish the datasets for public access and use, excluding proprietary and personally identifiable information (PII).

These datasets may be currently in existence, where the supplied funding will pay for the Offeror to clean, integrate, organize, and document the data, or the Offeror may propose a brand-new data collection effort for funding consideration.

B. OBJECTIVES

The primary technical objective of this effort is to procure vehicle trajectory datasets. Depending on the maturity of the dataset (i.e., previously collected vs. proposed to be collected), this could require several different labor tasks for the Offeror including, but not limited to:

· Developing a data management plan (DMP)

· Collecting data (if not previously collected).

· Securing data rights.

· Cleaning data (e.g., smoothing noisy data).

· Post-processing data (e.g., estimating required data variables from directly measured data).

· Scrubbing data (e.g., removing PII and proprietary data that cannot be shared publicly).

· Documenting data (e.g., consistent data format, documenting necessary metadata for the ITS DataHub).

· Estimating the accuracy of data variables.
