TITLE:

Technical Support Services for the Intelligent Transportation Systems (ITS) Joint Program

Office (JPO)

MARKET RESEARCH:

The Federal Highway Administration (FHWA) is conducting market research to determine if there are interested, capable, and qualified offerors in the marketplace with the knowledge, skills, qualifications, and capability to perform the work described below. FHWA is contemplating making one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) awards for technical support services to support the FHWA ITS-JPO. ITS-JPO is seeking to identify entities with the breadth and depth of expertise and resources capable of performing in all subject areas of the Draft Statement of Work and to assist in delivering the ITS Program in the following program areas:

ITS Subject Matter Expertise:

• Emerging and Enabling Technologies;

• Data Access and Exchanges;

• Cybersecurity for ITS;

• Automation;

• Complete Trip (ITS4US);

• Accelerating ITS Deployment

▪ ITS Evaluation

▪ ITS Professional Capacity Building

▪ ITS Architecture and Standards

▪ ITS Communications

Knowledge, Skills and Capabilities in the following broad areas:

• Program and Project Management Support;

• Data Management and Support;

• Technical Analysis Support;

• Policy, Institutional, Regulatory and Legal Support;

PROGRAM BACKGROUND:

The United States Department of Transportation (U.S. DOT) has long led efforts to research, develop, and evaluate transportation technologies. The U.S. DOT has strongly supported adopting and using new and innovative technologies—known as intelligent transportation systems (ITS). The ITS Joint Program Office (JPO) and modal partners have been a crucial component of this effort by fostering pioneering research and development in technology

(RD&T) and evaluating each generation of ITS. These efforts have enhanced the safety, efficiency, and accessibility of surface transportation for almost three decades. This work helps save lives, improve access and mobility, and increase economic productivity.

The ITS JPO collaborates across modal administrations to coordinate and plan the U.S. DOT’s multimodal ITS technology research program, working toward improving transportation safety, mobility, and efficiency and enhancing productivity through the integration of innovative technologies into the nation’s transportation system.

The U.S. DOT also cooperates and collaborates with other federal agencies, public-sector entities, private-sector organizations, and international partners to support the implementation of

ITS across the United States and around the world. To accomplish its mission, the ITS JPO coordinates the ITS Program and initiatives among the U.S. DOT modal administrations—

Federal Highway Administration (FHWA), Federal Motor Carrier Safety Administration

(FMCSA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Pipeline and Hazardous Materials Safety Administration (PHMSA), National Highway Traffic

Safety Administration (NHTSA), Maritime Administration (MARAD), Office of the Assistant

Secretary for Research and Technology (OST-R), and St. Lawrence Seaway Development

Corporation (SLSDC).

In addition, the ITS JPO closely collaborates with current industry and academic leaders in technology and innovation. This work supports the targeted identification and evaluation of ITS investments and fosters the coordination of the ITS portfolio across the transportation system.

The ITS Program’s success depends on coordination among all these entities and most notably among the modal administrations within the U.S. DOT. The ITS JPO’s research leverages multimodal technology, applications, and data, delivering crosscutting communications and technology transfer activities that support the U.S. DOT’s ITS portfolio objectives. As research initiatives move from development and testing into technology transfer and implementation support phases, the modal administrations play a critical role in executing long-term deployment, operations, and maintenance support. Modal administrations also conduct independent ITS research on mode-specific issues.

In support of the ITS Program, the Contractor shall provide all personnel, equipment, supervision, and other items and services necessary to provide technical and programmatic support services, on a task order basis, in support of the mission of the ITS JPO. The Contractor shall analyze technical, programmatic, and administrative issues and provide technical support as required by the ITS JPO, other operating USDOT Administrations, and other stakeholders who partner in the JPO’s mission and vision.

The Contractor shall also be required to conduct special studies on policy and technical matters research and evaluations related to and in support of the ITS JPO’s program activities that raise awareness and understanding of ITS technologies and services, including (but not limited to) development and use of technical tools, including models and computer aided instruction;

develop and apply modeling, data analysis and other analytical techniques, technology transfer and technical assistance, including development and delivery of training, to state and local transportation professionals; and for program assessment including project evaluation, performance measurement and process improvement.

In addition, the Contractor shall be required to work with ITS JPO partners and stakeholders to support and coordinate programs and activities. However, all decision-making and program management authority shall remain with the Government.

The Contractor shall provide various products and deliverables on a task order basis in support of the ITS JPO’s program activities and USDOT’s mission.

REQUIRED CAPABILITIES:

At a minimum, the Contractor’s subject matter expertise must span the breadth of ITS to encompass the current needs of the JPO and all of its stakeholders, both inside and outside of the USDOT, while also providing targeted expertise to address the emerging needs of the

USDOT in its research efforts. The Contractor shall provide multi-modal technical assistance and support to the ITS JPO, its Modal Administration partners through the Department of

Transportation, and its stakeholders in the public, private, and academic sectors. This support encompasses the wide range of technical support for pursuing ITS research and development that contributes towards ITS deployment. Interested entities should carefully review the attached Draft Statement of Work for the full description of the services that would be required under any resultant vehicle.

The anticipated period of performance will be for one year with four option years. It is estimated that approximately $40 million in orders will be placed each year. Refer to the attached draft statement of work for further information.

The FHWA is seeking to identify firms that have the capability to meet all the

Government’s requirements in the attached Draft Statement of Work.

The identified North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services, with a Small Business Size

Standard of $15.0 million. All potential sources, regardless of whether they are large or small in accordance with the NAICS size standard, are encouraged to submit a capabilities statement in response to this sources sought notice.

SUBMISSION DETAILS (CAPABILITY STATEMENTS):

Interested businesses shall only submit responses electronically to the Contract Specialist, Ryan Buck, in Adobe Portable Document Format (PDF) at Ryan.Buck@dot.gov no later than 3:00 pm Eastern Standard Time on August 12, 2020. No phone or email solicitations with regard to the status of any resultant Request for Proposals (RFP) will be accepted prior to its release. All data received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government.

Information and materials submitted in response to this request WILL NOT be returned.

Classified material SHALL NOT be submitted nor will marketing materials, slide presentations, or technical papers.

Interested businesses should submit a brief capabilities statement package (no more than six (6) one-sided, 8.5x11 inch pages in length with font no smaller than 12 point) demonstrating the ability to perform the services listed in this notice.

Vendor responses shall address the following:

1. Vendor Name, Company Address, and Point(s) of Contact including name, telephone number(s), fax number(s), and email address(es).

2. Respondents to this notice also must indicate whether they are a large business or qualify as a Small Business (SB), Small Disadvantaged Business (SDB) certified under the SBA

8 (a) Program, Women-Owned Small Business (WOSB), HUBZone Small Business

(HUBZone), or Service-Disabled Veteran Owned Small Business (SDVOSB) Concern.

Vendor profile to include number of employees, annual revenue history (average over the last three completed fiscal years), office location(s), DUNS number, and a statement regarding current small/large business status.

3. The knowledge, skills, qualifications, and capability to perform the requirements in the attached draft Statement of Work.

4. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, federal customers, indication of whether as a prime or subcontractor, contract amount, Government point of contact with current telephone number, and a brief description of how the referenced requirement relates to mailto:Ryan.Buck@dot.gov the services herein.

5. Identify GSA Schedules and SINs that you hold that encompass/cover the above expertise areas.

6. Include the schedule contract number and contract period of performance indicating if the contract has remaining options.
