GENERAL SERVICES ADMINISTRATION (GSA)
ASSISTED ACQUISITION SERVICES (AAS) SOURCES SOUGHT
TO
Small Business Administration (SBA) certified Women Owned Small Businesses (WOSB)
1. Introduction General Services Administration (GSA) Assisted Acquisition Services (AAS) is releasing this Sources Sought on behalf of the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E). The purpose of this Sources Sought is to assist the Government in conducting market research focused on identifying SBA certified WOSBs capable at meeting the OUSD’s requirements. Specific support is outlined in the attached draft Performance Work Statement (PWS).
The assigned North American Industry Classification System (NAICS) for this requirement is 518210, which has been confirmed to be a NAICS in which WOSBs are substantially underrepresented in Federal procurement.
2. Background The OUSD R&E Defense Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program Office is responsible for implementation of the statutory authorities outlined in 15 USC § 638 and policy requirements outlined in the Small Business Administration’s (SBA) SBIR/STTR Policy Directive for the programs. The SBIR/STTR programs are major drivers of innovation and economic growth and are critical in the Department of Defense’s (DoD) effort to outpace the threat of our adversaries, to develop a culture of innovation, and to accelerate the advancement of our war fighting capability.
The SBIR/STTR Program was experiencing degraded and unreliable support and services in support the Defense SBIR/STTR Information Portal (DSIP), in the previous brokered hosting services in Amazon Web Services (AWS). It was imperative to migrate the DSIP to a more secure and reliable cloud brokered environment. AF Cloud One and their managed brokered services within AWS Impact Level (IL)2 and IL4 supported the improvements required. Contractor support was provided to implement a more secure DevSecOps environment and cloud access to support DSIP development efforts. Subject matter expertise (SME) was and continues to be needed in the areas of cloud migration, cybersecurity architecture and engineering specific to the post-migration of the DSIP from its previous host at the Defense Technology Information Center (DTIC) to the current host United States Air Force’s (USAF) Cloud One. Support will be required to continually improve management and agreement efficiency, DSIP performance, and the user experience for internal DoD users and small businesses. In support of migration sustainment and sufficiency, a new service in the cloud will be implemented to modernize existing manual processes that support the critical due diligence investigations. This service will be the SBIR/STTR Counterintelligence Database (SCD).
