This system provides immersive, scenario‑based training designed to enhance officer readiness, decision‑making, crisis response, communication effectiveness, and compliance with VA law enforcement standards.

2. Background

The VA Police Service is responsible for maintaining the safety and security of Veterans, staff, and visitors throughout VA medical centers and facilities. As threats evolve—including active shooters, aggressive subjects, and behavioral health crises—traditional training methods alone are not sufficient. Simulation‑based systems like MILO provide dynamic, realistic, and repeatable training environments that improve response capabilities and reinforce best practices in public safety.

System shall:

1. Provide Realistic, Scenario‑Based Training

Training system immerses officers in life-sized, interactive, and high‑fidelity simulations where individuals on screen respond to officer commands, de-escalation attempts, or use‑of‑force decisions.

Scenarios shall be comparable to:

• Active shooters

• Hostage situations

• Behavioral health crises

• Aggressive subjects

• Workplace violence

• Hospital‑specific scenarios

2. Strengthen Decision‑Making Under Stress

Training system shall replicate rapid, unpredictable, high‑stress encounters that require split‑second judgment.

Officers (users) must decide when to:

• De-escalate

• Use communication

• Apply less-lethal tools

• Use deadly force

System builds sound, defensible decisions in complex, liability‑heavy environments.

3. Improve De‑Escalation & Crisis Intervention Skills

System shall emphasizes safe management of:

• Mental health crises

• Dementia and medical‑related behavior issues

• Drug‑induced agitation

• Distressed or combative patients

System shall provide VA hospital environments with emotionally charged encounters.

4. Provide VA‑Specific Environmental Training

VA Police operate in hospitals, CBOCs, mental health units, and high‑traffic public spaces.

The system shall:

• Mirror real hospital layouts

• Replicate VA‑specific workflows

• Prepare officers to coordinate with medical staff

• Practice responding without disrupting patient care

5. Deliver After‑Action Review & Performance Measurement

System shall track:

• Officer reaction times

• Communication choices

• Use‑of‑force decisions

• Tactical positioning

6. Reduce Training Costs, Risks, & Logistics

The system shall assist the agency in minimizing:

• Training disruptions

• Travel to ranges

• Complex staging of live drills

• Safety risks to personnel and bystanders

7. Support High‑Frequency, Required Monthly Training

Internal VA data confirms that officers—especially at Overton Brooks VAMC—use the system approximately seven times per month for mandatory readiness and annual certification activities.

System Overview

System shall provide an advanced training platform designed to place VA Police officers in realistic, interactive scenarios that replicate high‑stress encounters. Officers engage with life‑sized projected individuals who respond dynamically to commands, allowing practice in de‑escalation, communication, threat assessment, and appropriate use‑of‑force decisions.

The system shall support active shooter situations, workplace violence, hospital‑based crises, behavioral health incidents, and routine police contacts. System shall provide after‑action review tools to track officer reactions, positioning, tactics, and communication choices for instructor feedback and performance measurement. The system should reduce training risks, lowers operational costs, and ensures frequent, standardized, and measurable training consistent with federal law enforcement requirements.

3. Scope

This SOW includes procurement, delivery, installation, testing, configuration, scenario customization, operator training, warranty coverage, and technical support for the system. It covers all activities required to make the system fully operational, mission‑ready, and integrated into VA Police training operations.
