THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification.
Marley Cooling Tower Gear Reducer Bearing Repair
STATEMENT OF WORK (SOW)
(a). The Department of Veterans Affairs John Cochran is requesting a contractor to repair failed Gear Reducer Bearings on Marley Cooling Towers 1A and 1B with Belt to Gear assemblies. This service is to return current system to operational and ensure all functions are operating properly with current systems.
Specifications:
(b). SPECIFICS ON REPAIR OF Marley Cooling Towers 1A & 1 B:
Labor and Material, PPE and Equipment to Repair the Gear Reducer Bearings
1. Removal and disposal of old bearing assemblies in Marley Cooling Towers 1A & 1B
2. Remove and reuse fan blades.
3. Furnish and install two new belt to gear conversion kits for both cells 1A & 1B.
4. Crane
5. All additional materials needed to make replacement will be provided by contractor.
6. Start up will include to ensure Marley Cooling towers 1A & 1B are operating at their optimum performance and are communicating with the ACES BAS system.
(c). SPECIFICS ON REPLACEMENT OF EXSISTING Gear Reducing Bearings with Gear Reducers.
(d). SERVICES TO BE PROVIDED: This is a “NOT TO EXCEED” estimate of services required. The work specified below is a “worse case” estimate that includes the cost of all items which may be required to accomplish the replacement. The cost of any parts that were quoted but that were not used in the repair will be credited back on the invoice.
(1). Provide service repair meeting specification above to VA Medical Center, John Cochran, 915 N Grand Blvd., St. Louis, MO 63106.
(e). SPECIAL INSTURCTIONS: Contractor must coordinate with St. Louis VA Medical Center, Boiler Plant Shop Foreman.
(f). IDENTIFICATION: N/A
(g). INSURANCE: Contractor shall maintain general liability and property damage liability insurance relating to activities.
(h). QUALIFICATION OF CONTRACTORS: Contractors shall possess the technical expertise, training and maintenance track record of performing maintenance and repairs on Cleaver-Brooks Deaerator and feedwater piping.
(i). TERMINATION: This agreement may be terminated prior to expiration of its term by either party upon thirty (30) days prior written notice the other, in the event of either party being in breach of this contract.
VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran’s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819 7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation.
INFORMATION REQUESTED FROM INDUSTRY:
Please submit your response (capability statement) in accordance with the following:
No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company;
Address if your firm has the capability to perform the services listed above;
Address how long it would take from the date of contract award for you to commence furnishing services;
Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone.
If Service- Disabled or Veteran Owned Small Business, if your company and/or partners registered in VA’s VetBiz repository. Mark your response as “Proprietary Information” if the information is considered business sensitive;
NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS SS.
