About this file
This is a Sources Sought Notice issued by NOAA's Office of Oceanic and Atmospheric Research, Global Monitoring Laboratory for a UV Spectroradiometer to be used at their Boulder, Colorado facility. The notice is for market research purposes only to identify capable sources and determine small business set-aside opportunities under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a 600-employee size standard.
The requirement is for a direct spectral irradiance measurement system for long-term ozone monitoring with specific technical specifications including: UV spectrophotometer/spectroradiometer capable of measuring solar UV light with spectral resolution for deriving total column ozone; detector with minimum 2048 pixels and pixel resolution not exceeding 0.14nm/pixel; spectral range of 190-430nm with less than 1nm resolution; demonstrated TCO drift not exceeding 1% per year; sun tracking capability with pan/tilt resolution not exceeding 0.006°; outdoor operation capability in temperatures from -25°C to 50°C; combined measurement uncertainty not exceeding 1.5%; and scalable production capability for multiple units. Companies must respond via email to darrin.moore@noaa.gov by August 16, 2025, at 1200 Eastern Time, providing company information, business size classification, experience evidence, and confirmation of intent to submit proposals. The anticipated delivery date is November 7, 2025, with a firm fixed-price contract structure expected.

SOURCES SOUGHT NOTICE
UV Spectroradiometer
This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided;
no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.
Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to:
1. Determine if sources capable of satisfying the agency's requirements exists.
2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR Part 19.
Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) to identify sources capable of providing the following:
The requirement is to provide UV Spectroradiometer for use at the Boulder, CO Global Monitoring Laboratory.
Anticipated Period of Performance: The anticipated delivery date is 11/7/2025. A Firm Fixed price contract is anticipated for award.
NAICS Code/Size Standard: The applicable NAICS Code is 334519, NAICS Description, and the size standard is 600 employees.
Required Supplies:
A direct spectral irradiance measurement system for continuing and enhancing the long-term monitoring of ozone into the future.
TECHNICAL SPECIFICATIONS:
1. A UV spectrophotometer or spectroradiometer capable of measuring solar UV light with spectral resolution that can be used to derive total column ozone. It must measure spectral irradiance, irradiance, peak wavelength, and center wavelength.
2. The detector must have a minimum of 2048 pixels with a pixel resolution of not more than 0.14nm/Pixel; Temporal resolution or measurement time of 0.1-6000ms; and integration times ranging from 2 µs up to 60 s.
3. The measurement device must be able to measure the spectral irradiance of UV light with responsivity in the spectral range of 190 to 430 nm with less than 1nm resolution.
4. Demonstrated TCO drift of not more than 1% per year, traceable to an internal or external calibration.
5. Include a mechanism (like optical filters) for stray light rejection and/or mitigation.
6. The instrument must show that it can achieve (with more than one peer reviewed article) an overall mean bias of measured total ozone not more than 1% when compared to fully calibrated Dobson or Brewer spectrophotometers.
7. The instrument must be able to track and point the instrument to the sun. with a pan and tilt resolution of not more than 0.006°
8. The instrument must be capable of being housed outdoors in ambient conditions. The essential components of the instrument must be water-tight. And must be able to be operated in temperatures of (-25 to 50) °C
9. Must be able to show that the Combined measurement uncertainty is not more than 1.5% with the non-linearity and stray light component not exceeding 0.5% and measuring noise component not exceeding 0.3%.
10. The instrument must include all software needed to record the measurements from the instrument.
11. The instrument design and manufacturing process should support scalable production, allowing for the fabrication of multiple similar units. This capability is essential to enable deployment across a distributed monitoring network, ensuring data consistency and comparability across all sites.
