Sources Sought Narrative – BUREAU OF RECLAMATION CONSTRUCTION, EARLY SITE
WORK, LEADVILLE MINE DRAINAGE TUNNEL PROJECT, COLORADO
This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY
AVAILABLE.
The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB) and Service Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.
The synopsis and solicitation, if issued, will be made available on beta.SAM.gov (https://beta.sam.gov). It is the potential offerors responsibility to monitor https://beta.sam.gov and FedConnect for issuance of any future solicitation that may result from this Sources Sought Synopsis.
Work is located on north side of Leadville, Colorado in Lake County at Leadville Mine Drainage Tunnel Water Treatment Plant, 749 North Highway 91, Leadville, CO 80461.
Work is an early site work contract to prepare work site for future water treatment plant construction project. Includes: Tree removal, as required, Site grubbing, remove and stabilize topsoil, Site excavation, grading, and gravel surfacing and Site perimeter fencing and gates modifications.
The estimated range of construction costs for this work is $500,000 to $1,000,000.
The Government is looking for potential small-business contractors with the specialized experience and resources necessary to successfully complete a project of this size, scope, and complexity. The NAICS Code for this project will be 238910, with a small-business size standard of $16.5M
If a small business believes they are qualified to perform this project, they shall submit a capability proposal demonstrating their ability to successfully accomplish the various components of work, as described above, for this project.
Potential contractors shall demonstrate their ability to successfully accomplish the various components of work by furnishing a list of (no more than 5) Federal, State, local government, or commercial projects completed within the last 10 years. These past projects must be similar in size, scope, and complexity to the work required under this solicitation. The offeror must clearly demonstrate their ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with owners.
The following information shall be provided for each project:

1. Name and location of project.
2. Description of work.
3. Note whether or not offeror was the prime contractor and what portion of the work was performed by the offeror and what portion was performed by subcontractors.
4. Original completion date and actual dates and duration for each project (including modifications).
5. Initial contract amount and final contract amount (including modifications).
6. Name, address, and phone number of CO/owner/COR/point of contact who may verify information for this project.
7. Any problems encountered in performance of the work and corrective actions taken.
Failure to provide any of the required information, described above, will result in the contractor being determined to be incapable of successfully performing this project and will be eliminated from consideration.
Capability statements must be submitted no later than December 18, 2020 @3:00 pm MST.
