PROJECT

The purpose of this requirement is to provide land surveying along the AVC trunk line alignment. The work will be located in Pueblo, Crowley, Otero, Bent, and Prowers Counties in Colorado. From west to east, the work begins just west of the city of Pueblo and continues to the city of Lamar. The intent is to determine precise locations of boundaries which impact future construction of the AVC pipeline alignments.

The contractor shall provide the following:

Survey of the nearest parcel/ROW boundary on either side of the alignment. Any parcel/ROW boundaries which intersect the surveyed boundaries shall be calculated and depicted.

All boundaries, easements, or other legal encumbrances crossed by the alignment shall be surveyed, calculated, and depicted.

In areas where the alignment does cross a privately owned parcel, the entire parcel shall be surveyed including all easements and legal encumbrances, regardless of whether they are directly crossed by the alignment.

The surveyor will need to establish or reestablish horizontal, boundary, and right-of-way control monuments. A ground base coordinate system shall be established as the basis of survey using National Geodetic Survey high-accuracy monuments. This shall include, at a minimum, the scaling of ellipsoidal grid state plane coordinates to account for height and scale differences from grid to ground measurements.

This is due to the Colorado State Plane grid systems being on an ellipsoid well below the surface of the earth with scaling errors around 1’ in 4000’ being common.

The contractor shall perform calculations using the researched records together with located corners and evidence to reestablish boundary lines of aliquot divisions, parcels, encumbrances, and rights-of-way of roads and railroads. Aliquot divisions, such as township, section, 1/4 section, and further sectional divisions shall be established based on the corners and evidence found.

Property boundaries shall be calculated using best available evidence and controlling monuments and features by the following order of establishment:

o Natural boundaries and monuments, such as bodies of water, topographical features, etc.

o Artificial boundaries and monuments, such as survey monuments and corners, fences and walls when referenced by boundary descriptions, etc.

o Monuments and corners not recited in descriptions but occupying corner locations.

o Recital of a boundary of record or reference to a map, plat, or deed.

o Recited distance and/or bearing to monuments off the property boundary.

o Bearings and distances from the property description.

o Areas recited in the property description.

Additionally, the contractor must consider right-of-possession and senior rights when a clear single boundary between parcels is not able to be established using the above-mentioned controlling monuments and features.

Existing easement/encumbrance boundaries shall be established after parcel boundaries are set.

Generally, the only evidence of these boundaries beyond the document description and dimensions might be the physical location of the easement line and appurtenances. Encumbrance rights shall be reviewed and noted on survey documents and files, particularly exclusive easements or any restrictions in these encumbrances that could limit Reclamation’s authority to obtain land, easements, or construct the proposed features.
