Background
The USGS, National Geospatial Program and National Cooperative Geologic Mapping Program in (Reston, VA) supporting the Core Science System Mission Area requests custom code and training for transitioning OpenTopography Jupyter Notebooks for USGS use. The primary use is to support custom derivative information products for public use as well as specific geologic mapping applications The USGS mission essential functions, involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support custom derivative product generation, training of USGS operations staff and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
Summary of Required Technical Services
SOW for 3DEP CDI Component
Build Jupyter Notebooks that incorporate a catalog API that allows users to search by bounding box to discover 3DEP point cloud and raster datasets stored in AWS. The notebooks will leverage these data, existing OT and National Map APIs, and open source tools like the Point Data Abstraction Library (PDAL) and the Geospatial Data Abstraction Library (GDAL) to build efficient and reproducible data access and processing pipelines
SOW for NCGMP Component (Summer FY23-Summer FY24)
1) Develop and provide Python-based data processing workflows and Jupyter Notebooks to produce on-demand lidar derivatives tailored to identifying geologic features for users conducting geologic mapping. Identify the most effective derivatives for community needs based on outreach and training to the NCGMP community (FY23).
2) Provide a customized web-based data access system for serving on-demand derivatives to individuals who are not comfortable with running Python-based tools. Provide the compute infrastructure to support this tool for two years. (Summer FY23 – Summer FY24)
3) Develop python-based workflows for training machine-learning algorithms to characterize geologic features in high-resolution topographic data. Provide these workflows alongside a white paper or peer-reviewed publication on best practices. (Summer FY23 – Summer
FY24)
4) Provide one in-person training in the use of these materials at a scientific meeting widely attended by the geologic mapping community. Provide a secondary back-up virtual training for individuals that don’t attend the in-person meeting. (Spring – Summer FY23)
