About this file
This is a Sources Sought Synopsis issued by the Bureau of Reclamation for strong motion monitoring equipment to support seismic monitoring at Reclamation facilities.
The Bureau seeks to procure ten accelerographs (Titan SMA model), ten accelerometers (Titan model), and ten digitizers (Centaur model) for recording and analyzing ground motions from earthquakes. The equipment will enable quantification of peak ground accelerations to inform dam safety protocols and provide waveform data for structural analysis, numerical model verification, and attenuation property evaluation. All equipment must integrate with the existing Strong Motion Monitoring Program Realtime Data Acquisition System. The procurement is classified under NAICS code 334513 (Instruments and Related Products Manufacturing) with a 750-employee size standard. The Government is actively seeking small business participation, including 8(a), Service-Disabled Veteran-Owned, HUBzone, and Women-Owned concerns. Responses must be submitted to Aubrie Watson, Contract Specialist, at aubrielle_watson@ios.doi.gov no later than 4:00 PM MDT on July 17, 2026. The document provides detailed technical specifications for each equipment type, including sensor characteristics, digitizer capabilities, power requirements, environmental ratings, and included accessories. Potential offerors must address their experience, manufacturing capability, teaming arrangements, portion of work capable of performance, and any anticipated challenges. This is a market research effort only; responses do not guarantee future awards, and the Government assumes no financial responsibility for response preparation costs.

STRONG MOTION MONITORING PROGRAM
STRONG MOTION MONITORING EQUIPMENT
Type: Sources Sought
1. NOTICE
This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, which has a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. DESCRIPTION
The Bureau of Reclamation has a requirement to procure ten (10) accelerographs, ten (10) accelerometers, and ten (10) digitizers for recording of ground motions from earthquakes that may impact Reclamation facilities. These recorders will enable Reclamation to quantify on-site peak ground accelerations from a seismic event providing critical information for dam managers and local engineers to determine if an immediate site inspection response protocol has to be implemented; And provide continuous recorded waveforms for assessment of structure’s natural modes, verification of numerical models, evaluation of local attenuation properties, and other applications related to the quantification of engineering properties of Reclamation facilities. The recorders procured must assimilate into the existing Strong Motion Monitoring Program Realtime Data Acquisition System.
