Sources Sought for Alaska Architect and Engineering (A&E) IDIQ, $25M Ceiling
NAICS: 541330, Engineering Services, $16.5 million small business size standard
The National Operations Center (NOC) for the Bureau of Land Management (BLM) in Denver, CO is issuing this sources sought with specific interest in business capability. The purpose of this notice is to obtain information from qualified small businesses and conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This is not a request for proposal (RFP), and no solicitation is being issued at this time. The BLM seeks potential sources to perform professional engineering and design work. Facilities typically consist of buildings; utilities, including electrical systems, water and sewage systems, telecommunications and security systems, plumbing systems, and HVAC systems; roads and trails; bridges; pumps and water control structures; fences and gates; visitor facilities; recreation facilities, and radio communication towers. Work may require specialists in the following disciplines: architectural, civil, geotechnical, land surveying, transportation planning and route analysis, structural, mechanical, electrical, biological and environmental sciences, landscape architecture, educational exhibit interpretation, and cartographic capabilities plus related support. Architectural, Engineering, and Geotechnical specialists shall be experienced in the application of the specialized science of arctic and subarctic cold weather construction, and high seismic area design and construction techniques.
It will be a requirement that all architects, engineers and surveyors on the contract possess licenses in Alaska. Services may include Title I, Design, Compliance, Schematic Design, and Supplemental Services; Title II, Design Development and Construction Documents; and Title III, Construction Administration/Management services.
FAR 52.219-4, Limitations on Subcontracting, will apply wherein the prime contractor must perform at least 50 percent of the cost of the contract for A/E services, excluding the cost of materials, with its own employees and employees of a similarly situated subcontractor.
All interested parties are encouraged to complete the following questions expressing interest in the upcoming acquisition:
1. Please provide your DUNS number and business status (small or large) and a point of contact name and e-mail address.
2. Is your company licensed to perform in Alaska?
3. Is your company capable of performing at least 50 percent of the cost of the contract for A/E services, excluding the cost of materials, with its own employees and employees of a similarly situated subcontractor?
This notice shall not be construed as a commitment by the Government to ultimately award a contract nor does it restrict the Government to a particular acquisition approach. Any information provided to the government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. No reimbursement shall be made for any costs associated with this or future requests.
