About this file

This document contains a source sought questionnaire and related federal contract opportunity notice. The source sought questionnaire seeks information from industry to determine the appropriate acquisition strategy for a construction contract valued between $2 million and $3.4 million to repair Cells 2 and 3 of the Point Mouillee Confined Disposal Facility. The scope of work includes installing four culverts through interior dikes, removing vegetation including phragmites and small trees, consolidating and regrading previously placed dredged materials across 250 acres to connect the two cells into a single larger cell. Respondents are asked whether they have experience with excavating and hauling dredge materials and installing culverts and rodent barriers. The related federal contract opportunity is a pre-solicitation notice for the Point Mouillee Confined Disposal Facility repair and cleanup project to be conducted by the U.S. Army Corps of Engineers Detroit District.

Text version

This survey seeks information from Industry to determine the appropriate acquisition strategy in support of a construction contract for Confined Disposal Facility (CDF) repairs to Cell 2 & 3 of Pointe

Mouillee for U.S. Army Corps of Engineer, Detroit District. Your participation is appreciated.

Background information on potential project:

The project will address the backlog of maintenance material at the Point Mouillee

Confined Disposal Facility (CDF) to prepare for the upcoming dredging actions. Scope is anticipated to include: The installation of 4 culverts through the interior dike(s), removing vegetation, and performing material management across 250 acres of Cells 2 and 3. Vegetation removal includes phragmites and scattered small trees. Previously placed dredged material would be consolidated from the southeastern half of cells 2 and

3 by excavating and hauling material to the northwestern half of cells 2 and 3. The fill location would be spread evenly, and the excavated area will be graded to ensure it drains well to the cell 2 weir. Culverts to be installed in the cross dikes between cells 2 and 3 to allow water to flow between the cells. Goal is to connect the two cells into one large cell instead of two smaller cells, while building capacity for future dredge material.
