SOURCES SOUGHT NOTICE
Regional Office of Acquisition and Assistance, USAID/Kosovo
Subject: Acquisition and Assistance (A&A) Support Reference Number: TBD Issuance Date: Monday, December 5, 2022 Response Due Date: Monday, December 12, 2022, COB 17:00 CEST NAICS Code: 541990- Other Professional, Scientific, and Technical Services.
This is a Sources Sought Notice issued by the U.S. Agency for International Development Kosovo Mission (USAID/Kosovo). The purpose of this notice is a market research effort to determine the capability, interest, and availability of women-owned small businesses, pursuant to FAR 19.2, that can provide a full range of remote and onsite Acquisition and Assistance support services. Services include all pre-award, award, and post-award duties including, but not limited to, cost analysis evaluations, technical evaluation memoranda review and preparation, source selection document generation and review, solicitation, and award preparation, and other subjects as noted below.
This is a Sources Sought Notice only. This is not an invitation for bid, request for proposal or other solicitation; and in no way obligates the US Agency for International Development (USAID) to award a contract. The sole intent is to conduct market research to determine the agency’s acquisition strategy and to determine the capability of women-owned small businesses to a full range of remote and onsite A&A support services for the Regional Office of Acquisition and Assistance, based in USAID/Kosovo.
A. Background
The USAID/Kosovo Regional Office of Acquisition and Assistance (ROAA) plays a pivotal role in the successful execution of USAID’s Strategic Goals and Objectives through planning, solicitation, award and administration of acquisition and assistance (A&A) mechanisms. ROAA collaborates closely with the technical and program offices to develop and administer programs through acquisition and assistance mechanisms. The regional office, based in USAID/Kosovo, provides support throughout the Balkan region, specifically Missions in Kosovo, Serbia, North Macedonia, and Albania. ROAA seeks to provide seamless support and guidance to our missions through the design, procurement, and award administration life cycle.
In order to effectively provide quality support to the technical offices- including four (4) regional client missions- ROAA is requesting Acquisition and Assistance surge support services.
Services include all pre-award, award, and post-award duties including, but not limited to, cost analysis evaluations, technical evaluation memoranda review and preparation, source selection document generation and review, solicitation, and award preparation, etc. In addition, there may be a request to develop and conduct onsite training on relevant A&A topics upon request basis.
Given the increasing Agency focus on Localization and Diversification of our partner base, to include engagement of local partners across all sectors, ROAA seeks to increase support to strengthen the capacity of local partners. This support will increase local partners' ability to successfully implement USAID activities and lead locally led development priorities. As USAID regional Balkan missions seek to expand
1of 2 localization efforts, the A&A surge support services may be extended to current local partners coordinated through ROAA staff. However, such services will be provided upon explicit request from the Contracting Officer.
