STATEMENT OF NEED

NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION (NOAA) FISHERIES

PACIFIC ISLANDS FISHERIES SCIENCE CENTER (PIFSC)

CETACEAN RESEARCH PROGRAM (CRP)

Purpose: The PIFSC CRP seeks to procure two (2) Seaglider SGX autonomous underwater vehicles outfitted with RBR Legato CTD, including the shipping case and field cradle, as well as a single spare antenna assembly. The Seagliders will be delivered ready to receive a passive acoustic system that will be installed by our in-house technical team. PIFSC also seeks the option of adding the Aanderaa 4831 optode and/or Seabird/WETLabs BB2FL-IRB fluorometer prior to delivery or as separate instruments for integration by our in-house technical team at a later time. We also seek optional procurement of the bench clamp assembly. The requirement is summarized in the table below.

Item Quantity Base requirement Seaglider SGX with RBRlegato CTD, with shipping case, field cradle

Two (2)

Spare antenna assembly One (1) Shipment Seattle to Hawaii

Optional pending quotation Up to Aanderaa 4831 optode Two (2) Seabird/WETLabs BB2FL-IRB Two (2) Bench clamp

Mission: The program implements PIFSCʻs strategic goals to conserve protected species through inplementation of assessment surveys for cetaceans in U.S. and surrounding waters.

The Program is currently testing integrtion of autonomous Seagliders equipped with passive acoustic sensors to augment standard ship-based survey missions.

Background: The PIFSC provides scientific information for conserving and managing U. S. and world fisheries, populations of protected marine species, and their habitats. Research is conducted to estimate the biological, environmental, and economic impacts of different fisheries management options, and advice is given to domestic and international organizations that manage living marine resources. In 1972, Congress enacted the Marine Mammal Protection Act requiring the periodic assessment of all marine mammal stocks under U.S. jurisdicition to ensure sustainabale populations were maintained. The CRP is managed by the PIFSC’s Protected Species Division to provide cetacen assessment information needed for conservation and management under the MMPA.

In 2021, the CRP began a pilot program using acoustically-equipped Seagliders to survey for cetaceans in the main Hawaiian Islands, with the goal of augmenting and potentinally replacing the need of ship-based resources. In 2024, PIFSC, together with Southwest Fisheries Science Center is embarking on a Research to Operations Plan for theuse of acoustically-equipped gliders as prt of standard cetacean survey operations across the Pacific. This procurement action supports the initial steps of that plan, to begin to build out glider capability at PIFSC.

Special Requirements: None.
