This document is a Source Selection Statement for a competitive 8(a) Price Performance Trade-Off (PPTO) best value source selection for the Center Administrative and Technical Support Services (CATSS) III acquisition. The Source Selection Authority (SSA) reviewed the evaluation of proposals from offerors GbILS and PCIP and determined that PCIP's proposal offered the best value to the government based on a higher past performance rating, despite GbILS having a slightly lower total evaluated price. SECTION 3: SOURCE SELECTION DECISION

In making my decision, I first reviewed the relative importance of the technical, price, and past performance factors. This is a competitive 8(a) Price Performance Trade-Off (PPTO) best value source selection where all evaluation factors other than price, when combined, are significantly more important than price. The SET evaluated each proposal using the following factors as defined in the solicitation:

• Technical

• Price

• Past Performance

On June 9, 2023, the SET presented the results of their evaluation to me, as the Source Selection Authority (SSA) for the CATSS III acquisition.

Following the SET presentation, I confirmed the process was consensus-based, and each member concurred with the findings contained in the briefing. I reviewed the detailed findings of the SET. The presented findings supported the technical acceptability and past performance confidence ratings, and I accepted the findings for both factors in their entirety.

I performed a comparative assessment of the technically acceptable proposals. Based on the contract selection basis of award using PPTO, I compared the past performance and price findings of technically acceptable offerors, GbILS and PCIP.

My decision involved a determination of which proposal represented the best value to the Government. I found that Past Performance was the key discriminator in my selection decision.

Proposals from both GbILS and PCIP were less than the Independent Government Estimate (IGCE) and the prices found to be fair and reasonable. Although the total evaluated price for GbILS was slightly lower than PCIP, PCIP received a "High Level of Confidence" Past Performance Rating compared to the "Moderate Level of Confidence" Past Performance Rating received by GbILS. This trade-off reduces risk to the Government and increases the likelihood of successful contract performance.

Therefore, I find that PCIP's proposal offers the best value to the Government.
