MEMORANDUM FOR THE RECORD
SUBJECT: Source Selection Decision for Solicitation #80GSFC23B0001, Wallops Flight
Facility (WFF) Restoration of Main Base Electrical Infrastructure – Phase 2, located at NASA/WFF, Wallops Island, Virginia
On January 20, 2023, NASA issued a Request for Proposal (RFP) for the NASA WFF Restoration of Main Base Electrical Infrastructure – Phase 2, located at NASA/WFF, Wallops Island, Virginia. The Government received four proposals on February 21, 2023. All proposals were reviewed for completeness and acceptability. All proposals were given a fair opportunity to be considered for award.
Proposals were evaluated in accordance with FAR 15.101-2, FAR 15.404-1(b) and (e), and NFS 1815.404-1(e) and in accordance with the evaluation criteria listed in Provision M.1, Source Selection and Evaluation Factors-General. The recommended selection was made based on the evaluation criteria of lowest evaluated price of proposals meeting or exceeding technical acceptability. The proposed price was evaluated using the following techniques: a comparison of proposed prices received in response to the solicitation (see FAR 15.403-1(c)(1)) and a comparison of proposed prices to the IGCE (see FAR 15.404-1(b)(2)(v)).
The following companies submitted offers:
Offeror Proposal Price Dvorak LLC. $1,259,000.00 UNICOM Consultants $1,538,282.43 Baron Communications Inc. $2,269,537.00 Ocean Construction Services, Inc. $3,218,443.00
It has been determined to be the most advantageous to the Government (considering technical acceptability and lowest price) to award a Firm Fixed Price Contract to Dvorak, LLC, for a price of $1,259,000. This price has been determined to be reasonable based on the in-house government estimate.
I recommend Dvorak, LLC for award as it provides the best value for the Government.
