About this file
This is a Sources Sought announcement for fire and security alarm monitoring services for Golden Gate National Recreation Area (GGNRA) in San Francisco County, California. The National Park Service is conducting market research to identify capable contractors for modernizing its obsolete alarm monitoring system, which currently serves approximately 110 NPS-occupied buildings across the 80,000-acre recreation area spanning three counties.
The primary service requirements include continuous 24/7 monitoring of fire and security alarms with simultaneous notification to appropriate first responders (San Francisco Fire Department, Marin County Fire Department, Southern Marin Fire Department) and the NPS Communications Center. Contractors must provide all manpower, equipment, and supplies to purchase or lease new communications units (lease preferred) for approximately 110 buildings, perform installation and initial commissioning in compliance with International Fire Code, International Electrical Code, NFPA 70, and NFPA 72 standards, and maintain annual testing, inspection, and maintenance per NFPA 72 requirements. Service level agreements specify 24-hour response for malfunctioning fire alarm equipment and 72-hour response for security alarm equipment. Contractors must also provide monthly status reports detailing alarms received, responder contacts, operational unit counts, and repair metrics. The park is neutral on communications unit types (radio transmitters, cellular, or satellite) but notes topographic challenges in Marin County requiring vendor solutions. Contractors must comply with FAR clause 52.204-25 regarding telecommunications and video surveillance equipment prohibitions. Responses are due by October 29, 2026, at 12:00 p.m. Pacific Time and should be submitted directly to Contracting Officer Liset Gomez at liset_gomez@ios.doi.gov. Respondents must include company name, address, Unique Entity ID number, contact information, business size, relevant project experience with estimated costs, equipment offerings (lease/purchase options), and sample service contracts. All business sizes, including small businesses, are encouraged to respond.

NATIONAL PARK SERVICE
Golden Gate National
Recreation Area (GGNRA), San Francisco County, California
FIRE AND SECURITY ALARM MONITORING SERVICES FOR GOLDEN GATE
NATIONAL RECREATION AREA
SOURCES SOUGHT
140PP027Q0017
1. Introduction: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY- This Source Sought is solely for information and planning, as a means for the government to conduct market research, identifying interested parties and their capability to support the requirements for fire and security alarm monitoring equipment and services for NPS-occupied buildings in GGNRA.
Golden Gate National Recreation Area (GGNRA) encompasses over 80,000 acres spanning three counties, and includes over 700 historic and non-historic structures. Many of these structures are NPS- and partner-occupied buildings. In accordance with NPS policies, these buildings must be monitored for life safety via fire alarm systems. Most occupied buildings also have security alarms.
Currently, alarm responses are overseen by the NPS Communications Center (Dispatch), located in the Presidio of San Francisco. The Dispatch receiving station is owned by NPS and operated by the United States Park Police. All NPS-occupied buildings are solely monitored by Dispatch. Partners may use third-party monitoring agencies for security only, but fire alarms currently report to NPS Dispatch.
Per the 2026 Condition Assessment, the current monitoring system, both hardware and software, is fully obsolete. The park has determined that a third-party monitoring system is preferred, to ensure that hardware and software are maintained by subject matter experts: NPS Dispatch will serve as an ancillary receiving station. Also, park partners will no longer be required to report fire alarms directly to Dispatch: both fire and security alarms may be monitored by third parties, so long as notifications are also sent to NPS Dispatch.
There are approximately 110 GGNRA/NPS-occupied buildings which will require monitoring. NPS anticipates that existing alarm control panels in good condition can be maintained / reused, and that new communications units will need to be installed and monitored by a third-party vendor. POTS lines are being terminated in the park. The park is neutral regarding the type(s) of communications units, which may radio alarm transmitters, include cellular service, or satellite: note that there are topographic challenges to communications in the park which will need to be addressed by the future vendor, particularly in Marin County.
Responses to this Sources Sought will be considered and will help the Government dictate a path forward. All business categories will be considered to include small and large businesses.
