About this file

This memorandum from the Department of Veterans Affairs provides notice of a forthcoming solicitation for architectural and engineering services. The selected firm will design infrastructure upgrades at the Miami VA Healthcare System to support implementation of a new Electronic Health Record system. Interested parties must submit Standard Form 330 statements of qualifications by May 21, 2021 for consideration. A shortlist of three firms will then be invited to submit written responses, from which the top-ranked firm will be selected for negotiations. The project involves upgrading electrical systems, IT infrastructure, fiber optics, communications cabling and related components across multiple buildings to accommodate the new EHR platform. The period of performance for design services is 155 calendar days with construction period support as an option. This opportunity is reserved exclusively for service-disabled veteran-owned small businesses.

Department of

Veterans Affairs Memorandum

Date: October 21, 2019

From: Director, Office of Capital Asset Management Engineering and Support (10NA5)

Subj: Electronic Health Record Modernization Infrastructure Assessments

To: Network Director (10N1-23)

1. The Office of Electronic Health Record Modernization (EHRM) is a large scale, commercial Electronic Health Record (EHR) implementation. In order to ensure the new EHR is supported by proper building and facility infrastructure it is required that each Medical Center conduct an assessment of its physical (i.e., facilities) infrastructure that will directly support the implementation.

2. As the new EHR has much reliance on Information Technology (IT) infrastructure it is also recognized that much of the IT infrastructure is installed and maintained by Facilities (Engineering) and upgrades to such systems accomplished through the various capital programs (Non-Recurring Maintenance, Minor Construction, or Major Construction). As a result of this it is essential that Facilities (Engineering) begin with assessing the existing infrastructure and planning for improvements that will not only prepare for the EHR deployment but also modernize the infrastructure systems that support the EHR as well as other national modernization efforts (DMLSS, FMBT, CSS).

3. In order to ensure appropriate resources can be planned for the 10 year deployment, the EHRM related infrastructure improvements will move in three assessment and improvement phases. As the master EHR schedule is refined and approved there will be formal communication of targeted infrastructure improvement dates. This initial assessment must be led by local Facilities (Engineering) staff with direct support from local OIT staff. It is critical that local Facilities and OIT collaborate and partner in preparation for the EHR and other modernization efforts.

4. Each network is required to complete the Readiness Infrastructure Self-Assessment template and upload to the VHA OCAMES EHRM Portal. The schedule for each network is as follows:

VHA Infrastructure Phases Program VISN

Self‐Assessment Start Date

Self‐Assessment Completion Due Date

EHRM

20 October 20, 2019 November 29, 2019

3 EHRM 1,2,4,5,15,19 October 20, 2019 March 31, 2020

5. The Readiness Infrastructure Self-Assessment template will be utilized to identify requirements gaps and assist with national planning and forecasting of funding needs to mitigate infrastructure gaps. This will also be the basis of capital project development and future tracking of readiness as infrastructure improvements are underway.

6. Training and information sharing will be scheduled with each VISN and will include an overview of the data entry required for the aggregation of data from the infrastructure assessment into a centralized web tracking tool for project management and reporting. Current training and the assessment template may be accessed on VHA OCAMES EHRM Portal.

7. If you have any questions or concerns, please contact the OCAMES EHRM team in Outlook using the mailgroup VHA OCAMES SP.
