About this file

This is a Sources Sought announcement issued by the U.S. Army Corps of Engineers (USACE) - Tulsa District for market research purposes regarding an anticipated construction contract.

The project involves replacing the excitation systems and power potential transformers (PPTs) for two generating units at Tenkiller Ferry Powerhouse in Oklahoma. The existing EX-1 analog static excitation systems, manufactured by Siemens and installed in 1995, are being replaced due to age and lack of spare parts and O&M support. The two main generating units each have a nameplate rating of 20.579 MVA, 13.8 kV. The scope of work includes: designing and delivering two digital static excitation systems with PPTs; removing existing excitation systems and cabinets; installing, testing, and commissioning new systems; conducting equipment model validation tests; providing final O&M documentation and as-built drawings; performing collector ring inspection and optional refurbishment; furnishing and installing new safety railings; performing concrete demolition and repair; and anchoring new equipment. The contractor will furnish all supervision, engineering, labor, materials, and equipment. The Government will provide no materials, equipment, or labor except for setting stoplogs and gate operation. The anticipated contract solicitation is scheduled for January 2027. The place of contract performance is Tenkiller Dam, Oklahoma. Responses must include an Experience/Capabilities Statement not exceeding 5 pages submitted in PDF format with firm information, general hydropower experience, teaming arrangements if applicable, and up to three relevant projects completed within the past three years. The sources sought closes on June 29, 2026, at 2:00 PM CDT. The NAICS code is 237990 (Other Heavy and Civil Engineering) with a $45M size standard. Interested small businesses, Section 8(a) firms, HUBZone businesses, WOSBs, SDVOSBs, and large businesses are encouraged to respond. Firms must be registered in the System of Award Management (SAM) to be eligible for contract award. Contact information: Clinton J. Yandell, Contract Specialist, at clinton.j.yandell@usace.army.mil or (918) 669-4920. Email submissions only; no hardcopy or facsimile submissions accepted.

SOURCES SOUGHT

FOR

Tenkiller Hydropower Excitation System Replacement, Tenkiller Dam, Oklahoma

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information requests. Respondents will be notified upon request following the sources sought evaluation results.

The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for an anticipated construction contract and intends to solicit proposals on or about January 2027. The type of set-aside decisions to be issued will depend upon the responses to this Sources Sought announcement and associated market research.

The work includes, but is not limited to, the following:

This project is intended to result in the replacement of the excitation systems (including the PPTs) for two

(2) units at Tenkiller Ferry Powerhouse. The excitation systems at this powerhouse are being replaced due to age of the units, and the lack of spare parts and O&M support.

Tenkiller Ferry Powerhouse contains two (2) main generating units, each with a nameplate rating of

20.579 MVA, 13.8 kV, at a rated power factor of 0.95. The OEM for these generators is Elliot Company.

Both generators were rewound and uprated to the 115% continuous capability rating. Unit 1 was rewound by National Electric Coil (NEC) in 1983, and Unit 2 was rewound by Westinghouse in 1978. Both generators are connected to the electrical grid via three (3) single-single phase generator step-up transformers (GSU), each with a rating of 11.0/13.75 MVA (ONAN/ONAF) and an impedance of 12.04% @ 13.75 MVA, for a total rating of 33.0/41.25 MVA (ONAN/ONAF).

The existing excitation systems are EX-1 analog static systems which were manufactured by Siemens and installed in 1995. The excitation system for each unit consists of medium-voltage cable which supplies power from the terminals of the generator to the power potential transformer (PPT), through current limiting fuses (CLFs) and disconnect switches installed in an enclosure adjacent to the PPT. The PPT low voltage winding is connected via cables to the excitation system cubicles, which are also adjacent to the PPT. The exciter contains redundant bridges which create the DC field voltage. Two parallel runs of DC cables run from the exciter to the collector rings inside a square enclosure that sits on top of the generator air housing. The PPT, the fused-disconnect switches, and exciter cabinets are at the same elevation as the Generator (Elevation 518.0 feet), close to each generator and the generator switchgear.

The scope of work for this contract consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of these specifications:

Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver f.o.b. destination two (2) digital static excitation systems for the Tenkiller Ferry Powerhouse, including power potential transformers for each system. Use the Contract Drawings as the basis for the interface design, revising as necessary and as approved.

Remove two (2) existing excitation systems, to include all existing cabinets and associated equipment as specified.

Install, test, commission, and make ready for commercial operation two (2) excitation systems, including floor repair as well as furnishing and installing wire, cable, bus, conduit, meters, switches, and all other required appurtenances.

Conduct equipment model validation tests for two (2) units and prepare test reports as specified.

Provide final Operation and Maintenance documentation and as-built drawings as specified.

Perform collector ring inspection.

Perform optional collector ring refurbishment, if approved by Government.

Furnish and install new safety railings on top of the generator housing and on the Generator floor (EL 518.0) as specified in the design.

Perform all necessary concrete demolition and repair as required.

Anchor all new equipment as required.

Government Property

The Government will provide no materials, equipment, or labor, other than for setting stoplogs and gate operation. The Contractor is only permitted to work on one gate at a time and must satisfactorily complete the acceptance trial operation for each gate before starting work on the next gate. This summary does not define a sequence of work; the Contractor must determine the sequence for the base bid and approved options in the Work Plan.

The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business size standards to provide the construction needed. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms.

Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB) and Large Businesses are highly encouraged to respond to this Sources Sought.

The North American Industrial Classification System (NAICS) Code for this procurement is 237990, Other Heavy and Civil Engineering, which has a size standard of $45M. Small Business firms are reminded under RFO 52.219-4(e)(3), that at least 15 percent of the cost of contract performance incurred for personnel shall be expended for employees of a similar concern.

Additionally, Small Businesses are reminded under RFO 52.219-14, Limitations on Subcontracting, that a firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.

Large Businesses must comply with the RFO 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition, and an award is made to a large business firm.

Note that Firms must be registered in the System of Award Management (SAM) to be eligible for award of Government contracts.
