About this file

This Statement of Requirement (SOR) details a machining project for the Naval Postgraduate School's Turbopropulsion Laboratory. The requirement is for one shrouded stator blade row to be manufactured from Stainless Steel (316 recommended), specifically for experimental gas turbine research. The contractor must be ITAR certified and capable of producing the part to tight tolerances specified in provided 2D drawings and 3D CAD models, with critical dimensional inspection reports required.

Key technical requirements include complex machining capabilities, precise measurement of all part dimensions, and delivery of the completed part to the Naval Postgraduate School Warehouse in Monterey, CA. The project emphasizes high-quality manufacturing, with 100% inspection of deliverables and strict quality standards. The delivery timeline is flexible due to part complexity, and the government will provide the necessary technical drawings and CAD files to the selected contractor.

SOR Statement of Requirement Shrouded Stator Part Machining 2025

MAE/Turbopropulsion Laboratory Naval Postgraduate School

1.0 Background/Introduction: The Turbopropulsion Laboratory provides students thesis projects relevant to gas turbines. The testing of modern compressor stages found in gas turbines is part of this. This requires the production of low volume, experimental hardware. The current project requires a modified stator blade row with a shroud attached to be machined to tight tolerances as it is surrounded by high speed rotating machinery. The use of the part in such as environment means that additive manufacturing is not suitable. The technical specifications of the machined stator blade row are detailed in 3D CAD models and 2D drawings.

2.0 Scope: One shrouded stator blade row is required to be machined to the geometry and tolerances specified. The contractor must be International Traffic in Arms Regulations (ITAR) certified. The contractor must be able to produce them to the required tolerances, as specified by the drawings, and provide proof of dimensional inspections showing this to be the case.

3.0 Tasks:

The contractor shall provide an end-supply type item under the following tasks as follows:

3.1 The machine shop will produce the completed part according to the provided drawings and computer model. The material is listed on the drawing, Stainless Steel (316 recommended) or a Stainless Steel suitable for high vibration environments.

3.2 The machine shop will measure all critical dimensions on the part and provide an inspection report proving the compliance of the parts with the drawing.

4.0 Deliverables:

The contractor shall be responsible for providing the following deliverables:

4.1 A machined shrouded stator blade row based on the drawing attached in RFI and the details listed below. Available CAD models will be supplied to one capable contractor. Contractor must show capability to meet the SOR and drawing requirement.

4.2 An Inspection report of the part shall be provided.

4.3 The specification of the material used to manufacture the part shall be provided.

Quality Standards -

Task Deliverable that will be inspected

Acceptable Quality Level (AQL) Method Frequency

5.1

The part must be delivered in pristine condition.

The part, must be received without handling or shipping damage.

Lab staff will inspect the part upon receipt.

Once, upon receipt.

5.2

Inspection report included with part.

Inspection reports must show all critical dimensions, refer them to the drawing, and describe how each measurement was performed.

100% Inspection of Deliverables

Once, upon receipt.

Again, if parts do not fit as intended.

5.3 Material specifications must be included with

part.

The material must be that specified in the quote given by the company.

Reading of the material properties.

Once, upon receipt.

If delivery of working parts falls below the Quality Standards defined above, the Technical Point of Contact (TPOC) shall document the instance(s), coordinate with the Contracting Officer and advise the Contractor. The Contractor will be requested to review the documentation and provide a written response on the delivery of the machine parts inspected and how it will be corrected in the future.

Reproduction of any of the parts or failure of the machine parts to work with the Quality Standards shall be completed at the Contractor’s own expense and at no additional cost to the Government.

Minimum Technical Requirements:

6.1 Sufficient experience in complex machining to produce parts from required materials at required tolerances.

6.2 Ability to measure all parts and provide dimensional inspection reports proving their adherence to the drawings.

6.3 Must have ITAR certification and compliant facility.

7 Delivery Date: Ideally, all parts and inspection reports should be completed within the delivery date determined at time of award of the contract. Due to complexity of parts, time requirement may be extended if required and discussed with end users.

8 Place of Performance: The work will be completed at the contractor’s machine shop and metrology site. The end supply items will be delivered to Naval Post Graduate School Warehouse located in Monterey, CA upon completion.

9 Government Furnished: Laboratory staff will provide the contractor with part drawings and CAD files.
