About this file
This is a Statement of Requirement (SOR) for a Fire Department Mobile Air Resupply Trailer at Joint Base Langley-Eustis, Revision 6, dated 15 June 2026.
The contractor must supply a fully electric mobile air resupply trailer designed to provide breathable air to emergency scenes for resupplying Self-Contained Breathing Apparatus (SCBA) units. The trailer serves as a force multiplier for sustained emergency response operations. Physical and structural requirements include a gross vehicle weight not exceeding 3,000 lbs for compatibility with standard tactical and non-tactical towing vehicles, corrosion-resistant materials or protective coatings, commercial-grade braking systems, at least one matching spare tire, and integrated high-visibility scene lighting. The power and compressor system must include an electric battery providing minimum four hours of continuous operational runtime with dual-voltage (120V/240V) charging capability, and a high-pressure breathing air compressor system powered by a 15 horsepower electric motor delivering 20 cubic feet per minute at 5,750 PSI, with air quality meeting ANSI/CGA G-7.1 Grade E standard. The trailer must feature an integrated digital control panel displaying real-time system metrics including battery power levels, air storage cylinder pressure, charging rates, and cumulative service hours, along with a dual containment fill station capable of servicing two SCBA/SCUBA cylinders simultaneously with a minimum of two integrated high-pressure air storage cylinders.
Delivery of the completed trailer must occur within 60 days after receipt of order (ARO) to 87 Sweeney Blvd, JBLE-Langley, VA 23665, with operations and maintenance training to be completed within 60 days of physical delivery. The contractor must provide a comprehensive two-day hands-on operations and maintenance training course with exact dates coordinated directly with the designated point of contact after contract award. Additional requirements include establishment of clear organizational lines of authority, single point of contact designation, Monday–Friday workdays between 0700–1600 Eastern Standard Time (excluding U.S. federal holidays), contractor responsibility for subcontractor management, and compliance with operational security, safety reporting (within 24 hours for mishaps), and DoD installation access procedures requiring valid installation access passes for all contractor personnel. The point of contact is Jeremy R. Bayse, 633 CES/CEF, at Jeremy.bayse.1@us.af.mil or 757-764-4222.

Statement of Requirement
(SOR)
“Fire Dept Mobile Air Resupply Trailer” at
Joint Base Langley-Eustis “Rev. 6, 15 June 2026”
1.0 Introduction
1.1 Mission: The primary mission of a U.S. Air Force (USAF) fire department is to protect people, property, and the environment from fires and disasters. Fire prevention & suppression, rescue operations, hazardous material response and Emergency Medical Services to name a few of the functions. At JBLE-Langley we act as a critical emergency response force, prepared for a wide range of situations unique to military installations and aircraft operations, in addition to typical municipal firefighting duties.
1.2 Background: Firefighting and air supply are synonymous with one another. One cannot function without the other.
Furthermore, NFPA (National Fire Protection Association) standards, such as NFPA 1900, mandate minimum quantities of extinguishing agents based on the airfield’s size and the types of aircraft it serves. The Air Resupply Trailer is the definitive solution to this logistical challenge; is a specialized mobile unit designed for one purpose: to provide a large, rapidly deployable reserve of air to an emergency scene. The trailer consists of a large-capacity air reserve tank, a dedicated compressor and engine, and the necessary hoses and fittings to quickly refill the air cylinders of front-line firefighters. By positioning this unit at an incident, fire commanders can ensure an uninterrupted air supply to the operation, allowing crews to maintain their air supplies which is critical for success on the emergency scene. A sustained incident can quickly challenge an airfield’s ability to meet these requirements without a resupply plan.
1.3 Scope: This document outlines the scope of work for the implementation of a new Air Resupply Trailer. The primary objective is to get a large quantity of breathable air to the emergency scene to resupply our Self-Contained Breathing Apparatus (SCBA). The air resupply trailer acts as a “force multiplier.” It transforms a limited, short-term operation into a sustained, long-duration one, ensuring that the emergency response team has the resources necessary to manage a worst-case scenario and maximize the chances of a successful outcome.
2.0 General Requirements
2.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.
2.2 Contract Management & Administration
2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.
2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract.
