About this file

This document is a Statement of Requirements (SOR) for Internet2 Membership and InCommon Federation Fees for the Naval Postgraduate School (NPS). The requirement involves two primary components: 1) Internet2 Higher Education Membership at Masters Large, Level 3, and 2) InCommon Federation Participation at Masters Large, Level 3. The delivery date is set for 1/1/2026, with deliveries to be made to the NPS Warehouse in Monterey, CA between 0700-1130 and 1230-1600 PST.

The related federal contract opportunity is a sole-source notice from Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego, intending to award a firm-fixed-price contract to the University Corporation for Advanced Internet Development. The contract is for a one-year subscription to Internet2 services, with an anticipated award date on or before 2 January 2026. Potential sources are invited to submit capability statements not exceeding 6 pages, demonstrating their ability to provide the required subscription, though the notice emphasizes this is not a competitive procurement.

ITACS

Naval Postgraduate School

1.0 Background/Introduction:

Internet2 is a member-owned advanced technology community founded by the nation’s leading higher education institutions in 1996. Internet2 provides a collaborative environment where US research and education organizations can solve common technology challenges and develop innovative solutions in support of their educational, research and community service missions. Membership also provides access to pre-negotiated agreements and discounted pricing for Advanced Networking services, Cloud Services & Applications, Trust & Identity services and Performance & Analytics services.

InCommon operates the identity management federation (through Internet2 Trust & Identity services) for U.S. research and education, and their sponsored partners. The federation provides a common framework for trusted shared management of access to online resources. Through InCommon, Identity Providers can give their users single sign-on convenience and privacy protection, while online Service Providers control access to their protected resources.
