About this file
This document is a Statement of Requirements (SOR) for a Rapid Cell Imager issued by the National Institute of Standards and Technology (NIST) Biosystems and Biomaterals Division. The solicitation seeks one Celigo instrument with specific technical requirements including benchtop image-based cell analysis capabilities in brightfield and fluorescence across multiple imaging channels, high-speed imaging of well plates, and spatial resolution between 1-8 μm/pixel. The instrument must support both partial and whole well imaging for various cell types and come with comprehensive software for analyzing cell-based assays.
The procurement includes delivery within 120 calendar days of award to NIST's Gaithersburg, MD location, with additional requirements for installation within 30 days of delivery and on-site training for up to 5 NIST personnel within 10 business days of installation. The contract provides a mandatory one-year warranty covering parts, labor, and travel, with optional two additional annual service periods. The solicitation is a brand-name only requirement, specifically seeking the Celigo instrument, and is issued under simplified acquisition procedures with NAICS code 334516 and a small business size standard of 1,000 employees.

STATEMENT OF REQUIREMENTS
TITLE: Rapid Cell Imager
I. BACKGROUND INFORMATION
Biosystems and Biomaterials Division is involved in the development of cell characterization methods for biotechnology that support cell-based assays and the development and manufacturing of cell-based products. This work involves the measurement of cell count, identity, and function. To support the development of reference methods for bioassays, cell characterization, and cell engineering, the division requires capabilities for rapid, whole well imaging of cells grown in a range of culture vessels. Imaging capabilities include label free transmitted light microscopy as well as fluorescent microscopy for labeled cells. Rapid imaging capabilities are required for time sensitive live cell imaging, as well as high throughput analysis of cell samples. Whole-well imaging capabilities are required to support the development of reference methods as well as for capturing rare events within the culture environment.
II. SPECIFICATIONS

· Instrument shall be provided with copies of user operation manuals in either electronic or hard-copy format.
Installation:
The Contractor shall install the instrument in Building 224, at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Contract Officer Representative (COR) and the Technical Subject Matter Expert (SME).
Installation is to occur within 30 calendar days of delivery.
Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the instrument. The warranty shall cover all parts, labor and travel. The warranty shall commence upon Government acceptance.
Training:
The contractor shall provide training at NIST Gaithersburg for up to 5 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Contract Officer Representative (COR) and the Technical Subject Matter Expert (SME) to ensure maximum availability of NIST personnel.
Training is to occur within 10 business days of installation. Training may be completed on-site at NIST immediately after installation and demonstration of specifications.
Options for Service/Maintenance After Initial Warranty The Contractor shall provide two (2) options for annual service in 12-month periods beginning at the conclusion of the included one-year warranty. Service options shall include one (1) preventative maintenance visit annually and unlimited repair visits on-site at NIST. Service shall cover all parts, labor and travel for preventative maintenance visits and service visits.
