About this file

This is a Statement of Requirement (SOR) / Purchase Description for commercial-off-the-shelf (COTS) high-precision mechanical positioning pan/tilt systems required by the 420th Combined Test Force at Edwards Air Force Base. The systems will serve as critical mechanical positioning nodes within the installation's existing Telemetry infrastructure to support various sensor payloads while maintaining data and command-link integrity.

The equipment must meet specific technical requirements across four primary categories. For cybersecurity and network integration, systems must seamlessly integrate into the existing Next Generation Data Acquisition and Telemetry System (NGDATS) Authority to Operate (ATO) without requiring new baseline First Article Testing or Risk Management Framework cycles, and must not possess any embedded or active wireless technology capabilities. Data transmission and control capabilities must include video and control over simplex single-mode fiber network infrastructure using standard IP and Pelco D protocols, with multi-node control capability allowing simultaneous operation via multiple conventional joysticks on the same network. Mechanical and environmental specifications require full support for inverted (upside down) mounting with design that prevents water pooling and internal seepage, plus ruggedization to withstand extreme harsh range environments including temperatures up to 131°F, high wind, rain, freezing conditions, extreme shock, and high-vibration events such as sonic booms. Performance specifications mandate movement speeds of at least 30°/second and position resolution of 0.05° or better. Delivery is FOB Destination to Edwards AFB, CA 93524 with a delivery schedule of approximately 60 days after receipt of order. The contractor must provide standard commercial warranty for all parts and components.

Statement of Requirement (SOR) / Purchase Description

High-Precision Mechanical Positioning Pan/Tilt Systems

1. Background & Scope The 420th Combined Test Force at Edwards Air Force Base (AFB) has a requirement for commercial-off-the-shelf (COTS) high-precision mechanical positioning units (pan/tilt systems). These units will serve as critical mechanical positioning nodes within the current Telemetry infrastructure, supporting various sensor payloads while maintaining full data and command-link integrity.

2. Salient Characteristics (Minimum Technical Requirements) To be considered acceptable, the equipment must meet all of the following physical, functional, and environmental requirements:

2.1. Cybersecurity and Network Integration

• ATO Integration: The system must be capable of immediate and seamless integration into the installation’s existing Next Generation Data Acquisition and Telemetry System (NGDATS) Authority to Operate (ATO). The equipment architecture must not require new baseline First Article Testing or trigger a new Risk Management Framework (RMF) cycle.

• Wireless Prohibition: The system shall NOT possess any embedded or active wireless technology capabilities.

2.2. Data Transmission and Control

• Network Interface: The system must provide video and control capabilities over a simplex fiber (single-mode) network infrastructure.

• Protocols: The system must utilize standard IP and Pelco D protocols for command and control.

• Multi-Node Capability: The system must be capable of multi-node control, allowing operation via multiple conventional joysticks simultaneously on the same network.

2.3. Mechanical and Environmental Constraints

• Mounting: The system must fully support inverted (upside down) mounting.

• Weatherproofing & Drainage: The physical design must prevent water pooling and internal seepage when mounted in the inverted position.

• Environmental Survivability: All components must be ruggedized to withstand extreme harsh range environments, including:

• Temperatures up to 131°F.

• High wind, rain, and freezing conditions.

• Extreme shock and high-vibration events (e.g., sonic booms).

2.4. Performance Specifications

• Speed: The pan/tilt unit must be capable of movement speeds of at least 30°/second.

• Precision/Resolution: The system must maintain a position resolution of 0.05° or better.

3. Delivery and Acceptance

• Delivery Location: Edwards AFB, CA 93524.

• Delivery Schedule: [Insert Required Delivery Date, e.g., 60 Days ARO].

• Shipping Terms: FOB Destination (The contractor is responsible for all shipping/freight costs and bears the risk of loss or damage until the supplies are delivered to and accepted by the Government at the specified destination).

4. Warranty The contractor shall provide the standard commercial warranty for all parts and components.
