Statement of Requirements for a West-Coast Support Vessel for the Center for

Operational Oceanographic Products and Services (CO-OPS).

NCNT2000-20-01274

1.Background:

The National Oceanic and Atmospheric Administration (NOAA) is one of several bureaus that comprise the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. Since the mid-1800’s, the NOAA National Ocean Service (NOS) Center for Operational

Oceanographic Products and Services (CO-OPS) and its predecessors have been collecting tidal current information to maintain and update the predictions in the U.S. Tidal Current Tables. Mariners rely on this information to plan safe and efficient maritime transportation. Every year CO-OPS deploys several current meters in multiple locations around the country. These deployments require the use of an appropriate boat to support this mission on and along the West Coast of the U.S.

2.Scope:

These specifications contain the requirements for fabrication of one rigid hull workboat, less than or equal to 32 ft LOA, with fully enclosed cabin, single or dual outboard, I/O, or inboard propulsion for use in near shore and coastwise research and general utility operations. In addition, these specifications contain the requirements for a boat trailer designed for salt water use for transportation and support.

3.Requirements:

3.1 General:

A. Provide a heavy-duty work/utility boat for use in research in partially protected waters.

Operations may include an estimated cargo and 6 total person’s weight of at least 3500 lbs.

Desired dimensions are less than or equal to 32 ft LOA and a maximum beam of 9.5 ft. The hull design should maximize directional stability and slow speed maneuvering while minimizing windage. Useful deck and work area shall be maximized.

B. The proposed boat shall be of an existing, proven design. Current production models with reasonable modifications in materials, arrangement or dimensions may satisfy this requirement.

The hull form and construction methods shall be traceable to at least three (3) production boats of the same design, or same family of designs, with at least one of these boats having a minimum of one year in successful commercial or government service.

C. All equipment shall be installed according to the equipment manufacturer’s specifications and requirements.

D. Vessel construction must meet ABYC Standards, unless otherwise specified in requirements listed within. Installations and/or inspection by appropriately certified ABYC technicians is required.

E. Vessel mechanical components shall be suitable for a marine environment and/or protected from the marine environment.

F. Use 316 stainless steel fasteners and hardware throughout the construction of the vessel.

G. Insulate the stainless steel hardware from the aluminum hull wherever applicable.

H. Provide documentation (include measurements and the calculations used) for the maximum weight capacity and stability of the boat. Must meet or exceed the requirements in 46 CFR

178.310.
