About this file

This is a Statement of Requirements (SOR) for the modernization of two Bruker Nuclear Magnetic Resonance (NMR) systems at the National Institute of Standards and Technology (NIST) Biomolecular Structure and Function group located at the Institute for Bioscience and Biotechnology Research (IBBR) in Rockville, Maryland.

The requirement encompasses modernization of both a 900 MHz and 600 MHz NMR system, with each upgrade including a new console (AVANCE NEO-X), cryoplatform, cryoprobe, room temperature probe, supporting electronics, and consumables. For the 900 MHz system, the contractor must deliver a TCI 5mm helium-cooled cryoprobe with 1H sensitivity of 9500:1 and supporting infrastructure including the BMPC-3 subcooling system with redundancy, BOSS-3 shim system, gradient amplifiers, RF channels with specified power ratings, and preamplifiers. The 600 MHz system requires either a QCI-P-H&F or BBFO helium-cooled cryoprobe with comparable specifications, plus equivalent console and support components. Both systems must operate with Topspin 5.0 or greater software on Linux-based workstations with specified minimum hardware (Intel Core i7-14700K CPU, 32GB DDR5 RAM, Nvidia T400 GPU, 2TB SSD). The contractor must deliver both systems within 12 months of award, install equipment within 60 calendar days of delivery during normal business hours (8:30 a.m. to 5:00 p.m. Eastern Time, Monday-Friday), provide one year comprehensive warranty covering parts and labor, and conduct two days of in-person operator training for up to three NIST personnel within 30 calendar days of installation. NIST owns existing 600 MHz and 900 MHz Bruker Avance III systems and a BMPC2 subsystem available for trade-in credit against the total quotation. Formal acceptance requires Government verification that all specifications have been met, with a five-business-day acceptance testing period. Delivery terms must be FOB Destination or equivalent INCO Terms to NIST/IBBR, 9600 Gudelsky Drive, Rockville, Maryland 20850.

STATEMENT OF REQUIREMENTS

Modernization of 600 MHz and 900 MHz NMR systems

I. BACKGROUND INFORMATION

The Biomolecular Structure and Function (BSF) group in the Biomolecular Measurement Division of the Materials Measurement Laboratory at the National Institute of Standards and Technology (NIST) (1) advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, and proteins and macromolecular complexes and assemblies formed by these molecules; (2) advances methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; (3) studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical and biochemical techniques; (4) develops reference databases for these properties; and (5) advances measurement methods for engineering complex biological systems.

In support of this mission, the BSF group needs to modernize the console, cryoplatform, cryoprobe, and corresponding electronics of its Bruker 600MHz and 900 MHz Nuclear Magnetic Resonance (NMR) systems. The current components of the NMR system are beyond end-of-life and no longer supported by the vendor. In order to maintain world-class measurement capabilities in support of the biomanufacturing program, the current system needs a full upgrade. This system will also allow enhanced safety within the laboratory.

II. SPECIFICATIONS

The purpose of this requirement is to procure replacements and upgrades for BSF’s existing Bruker 600MHz and 900 MHz NMR systems. The replacements and upgrades must be able to interface directly with the existing Bruker 600MHz and 900 MHz NMR systems, respectively, located in the NIST NMR facility at the Institute for Bioscience and Biotechnology Research (IBBR). All components must be able to be controlled by the Bruker-specific software, Topspin 5.0 or greater. The existing magnets are as follows:
