About this file

This document is a Statement of Requirements for steel bars issued by the National Institute of Standards and Technology (NIST), Material Measurement Laboratory. NIST requires approximately 3,000 lbs of AISI-SAE 4340 steel and 1,500 lbs of AISI 9310 steel bars, with a preferred diameter of 5/8" (or square bars up to 1" side), to be used for producing Charpy V-notch reference specimens for impact testing of metallic materials. The steel must meet strict quality specifications to ensure uniform impact properties and long-term stability.

Delivery is specified as FOB Destination to NIST in Boulder, Colorado within 60 days of award, with delivery accepted Monday through Friday from 9am-5pm MST. The bars must be packaged in bundles identifying the ingot/billet position, with individual packages weighing less than 2,000 lbs. Upon receipt, NIST will visually inspect the bars and notify the vendor of acceptance via email within 14 days. Round bars larger than the specified diameter or square bars larger than 1" side that do not fully satisfy NIST specifications will be deemed unacceptable.

STATEMENT OF REQUIREMENTS

4340 Steel and 9310 steel

I. BACKGROUND

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals & Materials Division (ACMD), requires American Iron and Steel Institute- Society of Automotive Engineers (AISI-SAE) 4340 round steel bars (diameter = 5/8”) and American Iron and Steel Institute (AISI) 9310 round steel bars (diameter = 5/8”). They will be used to continue research testing to produce high quality Standard Reference Materials (SRMs) that are precisely machined, and heat treated for use as American Society for Testing and Materials (ASTM International) Charpy V-notch reference specimens [ASTM E23, “Standard Test Methods for Notched Bar Impact Testing of Metallic Materials”].

Charpy V-notch specimens are sold by NIST as standard reference materials to indirectly verify the performance of Charpy V-notch impact machines. The steel must be of the highest quality possible to ensure uniform impact properties and long-term stability (resistance to aging) of the reference materials. The ASTM E23 standard describes this test and these specimens.

II. SCOPE OF WORK

The Contractor shall provide 5/8” (15.9 mm) diameter bars of AISI-SAE 4340 steel and AISI 9310 steel.

If round bars are not available, square bars with side not greater than 1” are also acceptable. The total amount is approximately 3,000 lbs. for 4340 steel and 1500 lbs. for 9310 steel.

III. SPECIFICATIONS

The AISI-SAE 4340 steel and AISI 9310 steel bars shall meet the NIST specifications. Round bars larger than the specified diameter (or square bars larger than the specified side), or not satisfying in full the NIST specifications, are not acceptable

IV. DELIVERY

Delivery shall be FOB Destination to NIST, Boulder, Colorado within 60 days from the date of the award. Delivery can be received Mon-Fri from 9am-5pm (MST) except holidays.

325 Broadway Boulder CO 80305

MS 647.02

The bars shall be packaged in bundles identified with reference to the ingot/billet position from which they were processed. The individual shipped boxes/packages shall weigh less than 2000 lbs. (900 kg) each (forklift capacity).

V. ACCEPTANCE CRITERIA

Upon receipt, the bars will be visually inspected, and vendor will be notified within 14 days by the by email of receipt and acceptance.
