About this file
This document is a Request for Quotation (RFQ) for a Long-Wave Distributed Feedback (DFB) Quantum Cascade Laser (QCL) to be provided to the National Institute of Standards and Technology (NIST) Material Measurement Laboratory. The required laser must operate in continuous-wave mode at a wavelength of 17.2 ± 0.2 microns, with a minimum output power of 1 mW, continuous mode-hop-free tuning, and a linewidth less than or equal to 100 MHz. The laser must be mounted in a sealed high heat load package and function within a temperature range of 19°C to 27°C. NIST requires delivery within 16 weeks after contract award and will inspect and test the laser on-site within 14 business days of delivery. The laser is to be warranted for a minimum of one year after acceptance. Payment will be made net 30 days upon receipt and acceptance of the laser and a proper invoice.

Statement of Requirements Long-Wave Distributed Feedback Quantum Cascade Laser
I. BACKGROUND
The National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) Chemical Sciences Division (CSD) Optical Measurements Group (OMG) has an ongoing project to perform spectroscopy and spectro-radiometry using high-resolution spectrometers in the far-infrared. This work is funded by the NIST Innovations in Measurement Science (IMS) project titled FIRVIR for Climate Metrology. To advance the measurement goals of the group, a long-wave distributed feedback (DFB) quantum cascade laser (QCL) operating in continuous-wave (CW) mode at 17.2 μm is required.
II. SCOPE
The Contractor shall deliver one (1) Long-Wave Distributed Feedback (DFB) Quantum Cascade Laser, which is Brand Name or Equivalent to the mirSense DFB Quantum cascade laser- UN0581C002HTK1W with CW driver-QCLDRIVER.
III. MINIMUM REQUIREMENTS
All items shall be new. Used or remanufactured equipment shall not be considered for award. Experimental, prototype, or custom items shall not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable.
The Contractor shall provide one (1) Long-Wave DFB Quantum Cascade Laser (QCL) with the following minimal technical specifications:
1. Continuous wave (CW) laser output within the wavelength range of 17.2 μm ± 0.2 μm.
2. Laser output power shall be a minimum of 1 mW.
3. Continuous, mode-hop-free tuning over the minimum wavenumber range of ±1 cm−1.
4. Laser linewidth of less than or equal to 100 MHz.
5. Laser shall be mounted on a thermoelectric cooler and sealed inside a high heat load
(HHL) package.
6. The laser package shall function in a room temperature range of 19 °C to 27 °C.
7. Laser package shall include a collimation lens.
8. Collimated laser beam diameter at output shall be less than or equal to 5 mm.
9. Laser output shall be linearly polarized.
10. Laser package shall include thermistor readout for the laser chip temperature.
11. CW laser output shall be temperature tunable, resulting in mode-hop-free operation.
12. CW laser operation shall be achieved with the QCL chip operating within the temperature range of −20 °C to +20 °C.
13. CW laser current driver and temperature controller included for normal operation.
RFQ-1333ND24QNB640668
IV. DELIVERY
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 16 weeks ARO. The Contractor shall deliver all line items to the initial site of:
National Institute of Standards and Technology Bldg. 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899-1640
Final delivery shall be NIST Gaithersburg 100 Bureau Dr, Building 221, MS 8320 Gaithersburg
MD 20899.
V. INSPECTION & ACCEPTANCE
A visual inspection of the Long-Wave DFB Quantum Cascade Laser will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that damage occurred during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the Long-Wave DFB Quantum Cascade Laser due to defects and/or nonconformance.
The Government will inspect, test, and accept onsite within 14 business days after delivery.
The system shall operate according to OEM specifications to comply with the acceptance terms articulated in 52.212-4.
VI. WARRANTY
The Contractor shall warrant the Long-Wave DFB Quantum Cascade Laser for a period of a minimum of one (1) year after receipt and acceptance and shall be in accordance with terms articulated in FAR 52.212-4.
VII. PAYMENT
Advance payment is not authorized. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice.
