About this file

This document is an A&E Consultant's Statement of Qualifications (SOQ) Responsiveness Checklist used by Architecture and Engineering contract procurement processes. The checklist serves as a summary tool to assist consultants and contractors responding to a Request for Qualifications (RFQ) in ensuring their submissions meet all stated requirements. The document outlines seven mandatory sections that must be included in SOQ submissions: Transmittal Letters and Goal Documentation; General Services Administration Standard Form SF330; Availability Table or Graph; Communication Plan; Work Force Analysis; Nondiscrimination Plan; and California Civil Rights Laws Certification. Each section contains specific formatting requirements, content specifications, and submission standards. The SOQ must be received by the submittal date and time stated in the RFQ, be submitted electronically and in printable paper format using 8.5" x 11" paper with a minimum 8-point font size for all documents except organizational charts.

The checklist establishes detailed requirements for transmittal letters that must identify all prime consultants, subconsultants, and vendors; specify the portion of work each firm will perform; provide utilization percentages; and disclose prevailing wage requirements and potential conflicts of interest. Goal documentation requirements include Disadvantaged Business Enterprise (DBE) and Disabled Veteran Business Enterprise (DVBE) certifications with supporting documentation. SF330 Part One requirements specify contract-specific qualifications divided by colored sheets, including an organizational chart limited to one page folded to 8.5" x 11", resumes of key personnel organized by firm and classification, ten example projects, key personnel participation documentation, and four pages of additional information for the prime consultant and two pages for subconsultants. Additional requirements address staff availability percentages, personnel retention strategies, communication accessibility plans, workforce analysis documentation based on firm size, nondiscrimination programs, and California Civil Rights Laws Certification Form ADM-0076 for contracts or amendments exceeding $100,000. Contractor Registration documentation is required for all consultants and vendors performing prevailing wage work.
