About this file

This document is a Statement of Qualifications (SOQ) issued by the City of Aurora, Colorado for the 2025 Water System Improvements - Summer Valley Project. The project involves replacing approximately 4,000 linear feet of 12", 8", and 6" water distribution pipelines in the Summer Valley Subdivision, with open-cut PVC waterline installation and mill and overlay of existing paved right-of-way. A mandatory Disadvantaged Business Enterprises (DBE) meeting is scheduled for October 2, 2025, at 10:00 AM, and Statement of Qualifications submissions are due by 2:00 PM on October 8, 2025, through the Rocky Mountain E-Purchasing System. The project is federally funded, with an estimated cost between $2,000,000 and $3,000,000, and is tentatively scheduled for bid opening on November 21, 2025.

The project requires compliance with several federal regulations, including Davis Bacon Act wages, Buy America Build America Act, and American Iron and Steel requirements. Contractors must have an active registration in SAMS.gov and a Unique Entity Identifier. The City will pre-qualify prime contractors based on evaluation criteria including firm experience (40 points), project manager technical competence (20 points), project superintendent technical competence (30 points), and SOQ organization and completeness (10 points). The project area contains existing Ductile Iron Pipes installed between 1978-1982 that lack cathodic protection and are located in corrosive soil, necessitating replacement. Waterline replacement locations are specified as E. Wagontrail Pkwy & S. Pitkin St and S. Quintero St & E. Stanford Ave.

Selecting qualified Contractors to bid on the 2025 Water System Improvement - Summer Valley Project.

Note: Contractors intending on serving as subcontractors (unless noted otherwise herein), or material suppliers should not submit Statements of Qualifications for this Pre-invitation/Statement of Qualification process. This process is designed to pre-qualify PRIME contractors only. When the bid for the construction project is solicited, only those qualified prime contractors selected from this process will be solicited or allowed to participate. However, any potential subcontractors and material suppliers shall be given full opportunity at that time to review, and/or purchase the project manual as they deem appropriate.

Note: There will be Federal Funding on this Project, so Davis Bacon Act & Build America Buy America Act (BABA) requirements apply. There will also be a review of the U.S. General Services Administration’s (GSA) Suspension & Debarment list for all Prime Contractors as well as Subcontractors. The Prime & all Subcontractors will need to register for a Unique Entity ID prior to the Award if you are the successful Bidder.

In order to not delay the award to the successful Bidder it is advisable to register at sam.gov for your Unique Entity ID. Supporting authority "OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Title 2 CFR 200) (“Uniform Guidance”), specifically §200.331, requires passthrough entities to evaluate each subrecipient's risk of noncompliance in order to determine the appropriate monitoring level, monitor the activities of subrecipient organizations to ensure that the subaward is in compliance with applicable Federal statutes and regulations and terms of the subaward, and verify that subrecipients are audited as required by Subpart F of the Uniform Guidance."

The City of Aurora reserves the right to amend, by an addendum or addenda to this SOQ, at any time and/or a multiple number of times prior to the date set for receipt of the submission of proposals. Addenda or amendments will only be posted and updated on the Rocky Mountain E- Purchasing System located at www.bidnetdirect.com/colorado. It shall be the responsibility of consultants to obtain all addenda from the Rocky Mountain E- Purchasing System. Parties obtaining bid information from other sources do so understanding that their information may be incomplete, inaccurate, or out of date and therefore wholly unreliable from a commercial perspective. Consultants registered for the paid bidding notification service shall be notified either by fax or email depending on the service that they have subscribed to. It shall be the responsibility of prospective consultants registered for the no charge, no notification service on the Rocky Mountain E- Purchasing System to monitor the Rocky Mountain E-Purchasing System for any addenda.

Failure to do so may lead to reliance on incomplete, inaccurate, or out of date information when submitting proposals subjecting such proposals to automatic disqualification from consideration. If revisions are of such a magnitude to warrant, in the City of Aurora’s opinion, the postponement of the date for receipt of proposals, an addendum will be issued announcing the new date.
