About this file
This is a Statement of Objectives (SOO) for Mountain Home Air Force Base's Gunfighter Skies 2026 Airshow. The primary objective is to extend reach and brand recognition across thirteen Idaho counties (Canyon, Payette, Gem, Ada, Elmore, Boise, Owyhee, Gooding, Camas, Blaine, Jerome, Lincoln, and Twin Falls) to achieve a 100,000-person attendance goal for the airshow scheduled for May 15-17, 2026. The contractor must build a professional, user-friendly website with alert messaging capabilities (email and SMS) for live show updates, with all content derived from or approved by 366 Public Affairs (PA). The website shall include links to external USAF websites, third-party ticketing platforms, and social media pages. Performance commences upon contract award and runs through the event date.
The SOO includes three optional advertising components: billboard advertisements (contractor recommends locations and number of billboards), television and radio advertising (contractor specifies channels, message duration, and repeating intervals), and website development. All advertising content requires approval from PA and the Airshow Director prior to posting. Compensation is provided as a single lump sum payment within 30 days of invoice receipt and material inspection, with no advance deposits required. If the airshow is cancelled due to force majeure, the contractor receives compensation only for work performed with supporting documentation. However, contractor negligence, equipment failure, or non-performance result in no compensation. The SOO emphasizes extensive security requirements including background checks, base access procedures via SF Form 30, controlled/restricted area protocols, antiterrorism training (Level I within 30 days), OPSEC compliance with 100% shred requirements for government documents, and physical security measures including weapons prohibitions on base.
