About this file
This document includes a Statement of Objectives (SOO) and related federal contract opportunity notice for the Defense Threat Reduction Agency. The SOO seeks support and expertise to modify the Standard Wargame Integration Facilitation Toolkit to integrate and be interoperable with the agency's Mission Impacts of Nuclear Events software. Key objectives include developing a roadmap, designing SWIFT as a testbed for integration, planning and executing demonstration wargames, and integrating the software tools. The related opportunity notice is a Sources Sought announcement requesting capability statements by December 28, 2021 to inform a potential future solicitation. Responses should discuss meeting requirements to modify SWIFT and integrate it with the Mission Impacts of Nuclear Events software, with company and technical capability information.

STATEMENT OF OBJECTIVES
Standard Wargame Integration Facilitation Toolkit (SWIFT) Integration with Mission Impacts of Nuclear Events Software (MINES)
November 18, 2021
1.0 GENERAL
The Defense Threat Reduction Agency (DTRA) seeks to integrate the Office of Secretary of Defense (OSD)’s SWIFT with DTRA-developed modeling and simulation (M&S) wargaming tools in support of the U.S. Joint Staff and Combatant Commands.
2.0 INTRODUCTION
DTRA’s Research and Development Directorate, Nuclear Technologies Department, Nuclear Technologies-Assessments Division (NTA), requires performer support and expertise to modify and further develop OSD’s SWIFT to integrate and be interoperable with NTA’s MINES tool.
3.0 BACKGROUND
The 2018 Nuclear Posture Review (NPR) directed the military services to “strengthen their ability to integrate nuclear and non-nuclear military operations ….and to continue to operate in and through a nuclear environment.” This directive is aimed at enhancing U.S.
warfighter ability to operate in and through a nuclear environment through wargame play that displays (simulates) the nuclear effects and mission impacts on the battlefield.
Accordingly, DTRA RD-NTA is supporting this objective through the integration of SWIFT with DTRA-developed software tools.
4.0 OBJECTIVES
4.1 Overall Objectives
The overall obective of this project is to use SWIFT as a test bed for integrating DTRA software tools into existing M&S platforms and wargame tools, such as
SWIFT.
DTRA’s expected outcomes from this project include:
1. A better understanding of how to integrate DTRA nuclear wargaming software tools into other M&S platforms and wargames.
2. A fully contained demonstration platform to advocate the DTRA RD-NTA vision and capability.
3. Direct collaboration with MINES developers.
DTRA’s vision:
1. SWIFT will be used as a test bed for integration into MINES. Using SWIFT to learn how MINES will integrate with a variety of M&S platforms.
2. SWIFT as a demonstration tool; giving RD-NTA a comprehensive suite to demonstrate MINES’ capability and the RD-NTA vision.
3. SWIFT collaborating with MINES to build a more robust nuclear wargame tool.
4.2 Contract Objectives
1. Complete a design Roadmap.
The performer, as the expert in SWIFT, shall recommend tasks and required steps to most efficiently accomplish the overall objectives. The performer shall complete a project Roadmap outlining the work to be accomplished in any format selected by the performer.
2. Develop SWIFT into a testbed for MINES integration.
The performer shall design a wargame without an organic nuclear component (SWIFT vice Nuc-SWIFT) in order to test the ability of MINES to integrate and provide the required nuclear information. The performer may need to design multiple wargames to stress the ability of MINES to integrate into multiple modeling and simulation (M&S) platforms.
3. Plan and execute a wargame demonstrating SWIFT and MINES interoperability.
With input and concurrence from NTA, design and execute a wargame using SWIFT and MINES at the operational level, focusing on the SWIFT operator procedures and tactics. The wargame shall use SWIFT and MINES to adjudicate nuclear effects.
SWIFT operators serve a key function in translating warfighter scheme of maneuver/plans into the wargaming system and help the warfighters understand the outcomes and results. The initial iteration shall be a stand-alone wargame for DTRA with fewer than ten (10) players.
4. Execute additional wargames.
Plan and execute additional optional wargames using SWIFT and MINES as a test bed, at additional or different levels of classification, different levels of war (e.g., strategic, tactical), and/or supporting different services.
4.3 Engineering Objectives
The engineering objective is the development of functionality in SWIFT to successfully demonstrate the integration of SWIFT with MINES. The sucessful completion of this will include the execution of wargames demonstrating the interoperability of SWIFT and MINES.
4.4 Program Management Objectives
The program management objectives include developing an integrated master schedule and work breakdown structure, holding regular project status meetings, completing monthly status and financial reports, and designing anf executing wargames as described above.
