Statement of Objectives (SOO)

1. PURPOSE

The purpose of this requirement is to procure Small Unmanned Aerial System (SUAS) support services for a specific test mission, which includes flight support services and currency training for the FLM-136 platform and associated launcher system. This dual-purpose engagement will enable successful execution of the test mission while simultaneously ensuring compliance with Air Force Manual (AFMAN) 11-502) requirements for SUAS operator currency.

2. BACKGROUND

AFMAN 11-502 mandates that SUAS operators maintain regular flight currency on their specific platforms. For group 3 SUAS, this requires flights to occur every 45 days. The FLM-136 SUAS is a target platform that does not having landing gear, so each flight carries a guarantee of damage on landing. Rather than damage a customer's assets, RNRD has a need to re-accomplish currency certification training should the mission tempo extend pass 45 days between flights.

Our last test mission utilizing the FLM-136 occurred in late May 2025, so currency has lapsed.

Accomplishing currency certification in conjunction with the mission reduces total costs and reduces risk for the test. As the original equipment manufacturer (OEM) of both the SUAS platform and the support equipment, Spektreworks possesses unique expertise essential for proper mission support and training delivery.

3. OBJECTIVES

3.1. Provide technical and operational support for the execution of the specified test mission utilizing the FLM-136 SUAS platform.

3.2. Support and oversee the first flights associated with the test mission to ensure operational success.

3.3. Concurrently provide requalification training for operators on the FLM-136 SUAS platform in accordance with AFMAN 11-502 requirements.

3.4. Ensure all operators achieve and maintain currency requirements as specified in AFMAN 11-502 while participating in mission activities.

3.5. Provide technical support during mission operations to address any platform-specific issues.

4. DELIVERABLES

4.1. Technical and operational support for the test mission including pre-flight preparation, execution, and post-flight analysis.

4.2. Oversight and support for the first flights of the test mission.

4.3. Hands-on flight instruction and supervision during mission operations.

4.4. Operator certification documentation upon successful completion of training.

4.5. Technical support throughout the mission and training period.

5. PERIOD OF PERFORMANCE

The period of performance for this requirement is 30 days from the date of contract award.
