Statement of Objective

Purchase and installation of Five (5) APX 7500E Console Operator positions 04 Jul 2023

1.0 SCOPE.

1.1 Introduction.

1.1.1 The purpose of this Statement of Work (SOW) is to provide the United States Air Force (USAF), USAFE, 48 Security Forces with the purchase and installation of five MCC 7500E Console Operator Positions.

1.2 Background.

1.2.1 The Alternate Emergency Control Center is trying to purchase new radio equipment for its alternate facility. Currently there is none installed.

1.2.2 The alternate facility should be a ready to use facility in the case of evacuation from the primary location and should be equipped with the required equipment to perform the daily ECC duties.

1.3 Place of Delivery and Installation/Hours of Operation.

Building 1243, Emergency Control Center from 0800-1700.

1.4 Place of Training

Building 1243, Emergency Control Center from 0800-1700.

2.0 VENDOR REQUIREMENTS.

2.1 The vendor will ensure the overall package will include the following new items:

2.1.1 (5) MCC 7500E Console Operator Position, with the latest approved software version.

2.1.2 Installation of combiner, transmission lines and antenna

2.1.3 Integrate into the USAFE-AFAFRICA ELMR Astro 25 network.

2.1.4 Install the dispatch site equipment consisting of site routers, switches, CCGW, Site Controllers, playback station, UPS into communications closet at the ECC bldg.

2.1.5 Perform Information Assurance hardening required.

2.1.6 After installation configure and test for proper functionality dispatch position.

2.1.7. Contractor shall provide all required licenses.

2.2 Installation

2.2.1 Installation of the five MCC 7500E

2.2.2 The Contractor shall provide all materials, software upgrades, software changes and re-configurations, cross-connect jumper running and re-terminations, re-configuration of equipment and users, installations and relocation of equipment as specified in this SOO.

2.2.3 The Contractor shall provide and configure a compatible Cisco switch with routing to connect to current ELMR network and fully operational. This switch must have RTU (right to use) IP services license to support routing. Switch must be new; no refurbished switches will be accepted. The 48 CS will provide the required GFE switching equipment.

2.3 Training

2.3.1 Training on the usage of the MCC 7500W Multiband Consolette radios will be conducted at building 1243, 0800-1700

3.0 GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR

INFORMATION (GFP, GFM, GFE, OR GFI):

3.1 Government-furnished property, material, or labor will not be utilized in this project.

3.2 SECURITY, FIRE AND MEDICAL SERVICES. The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.

4.0 GENERAL INFORMATION

4.1 The Customer’s authorized Point of Contact (POC) will assume responsibility for the installation and performance of all other equipment and work necessary for completion of this project.

4.1.1 Provide site access and escorts to the installation location(s)

4.1.2 Obtain and provide all site approvals, necessary permits, and lease agreements as required.

4.1.3 Obtain USAFE Configuration Control Board approval for

installation/connecting of equipment on the ELMR Network

4.1.4 Provide building ground.

4.1.5 Provide site acquisition and development, electrical work, HVAC, grounding systems, provisioning of emergency power systems (e.g. backup generators), cable entry panels, wall penetrations and core drilling, and support equipment for cable runs (cable tray, ice-bridge, conduit, etc.).

4.1.6 Provide network connectivity to the USAFE-AFAFRICA ELMR Network

4.1.7 Provide primary electrical power to equipment.

4.1.8 Ensure adequate space for installation of equipment.

4.1.9 Perform post installation test of equipment with FST.

5.0 Trade Agreements Act (TAA)

Contract Holders must ensure that all switches, stacking cables and SFP are offered are new and compliant with the Trade Agreements Act by noting on their quotes and in the SEWP database as to whether an item is from a TAA compliant country. The Trade Agreements Act (19 U.S.C. 2501, et seq.) is the enabling statute that implements numerous multilateral and bilateral international trade agreements, and other trade initiatives.

6.0 WARRANTY:

6.1 The Contractor shall provide a one-year warranty which shall cover all new equipment. All switches must be new, used switches shall not be accepted.

8. JITC The equipment, software, features/functions, must comply with commercial practices and standards, and shall have appropriate Joint Interoperability Test Center (JITC) certification documentation, enabling the switches to connect to our network.
