About this file

This document is a Statement of Objectives (SOO) for a contract to upgrade the Mass Notification system at Los Angeles Air Force Base from the current REACT 4000/Windows 10 system to a REACT 5000/Windows 11 system. The upgrade is required to comply with the DoD directive to sunset Windows 10 by January 2025.

The key objectives are to replace the main components of the current system, including communication control units, control gateway boards, and software, as well as integrate the AtHoc audio files. The contractor will also provide testing, training, documentation, warranty, and 3 years of preventative maintenance. The period of performance is 120 calendar days after contract award. This is anticipated to be a sole-source award to the incumbent contractor, Acoustic Technologies, Inc., due to the proprietary system in place. Inquiries and responses should be directed to the specified Air Force personnel.
