About this file

This Statement of Objectives (SOO) details the requirements for purchasing, testing, and installing Fiber Optic Transport Systems (FOTS) to support Air Traffic Control Ground to Air Radios at Holloman Air Force Base in New Mexico. The project involves integrating 23 radio channels across multiple facilities, with 9 channels routed to the Air Traffic Control Tower and 14 channels to the White Sands Missile Range RAPCON, using TC Communications equipment including JumboSwitches, Automatic Lock Out Devices, and T1 transport systems.

The installation team will mount, power, ground, and cable new equipment in several locations, including the Ground-to-Air Transmitter and Receiver Site, Air Traffic Control Tower, and other designated facilities. Key responsibilities include ensuring proper connectivity between facilities, making necessary cabling connections, conducting fiber optic tests in accordance with TIA standards (including optical attenuation and distance testing), and working with ATC personnel to verify 100% functionality of transitioned frequencies. The team will also provide a trip report within 30 days of completion and label all active and spare fiber optic cable strands with building/facility numbers.

1.0. Introduction

This Statement of Objectives (SOO) defines the requirement for the purchase, testing and installation of Fiber Optic Transport Systems (FOTS) supporting the Air Traffic Control Ground to Air local Radio mission at Holloman AFB, NM.

2.0. Specific Tasks and Requirements

2.1. General Requirements. Upon the purchase, shipment and inventory of the FOTS equipment, the base will notify the installation team. The MAJCOM/unit shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to support the requirements as stated in this SOO.

2.2. List of Materials (LOM). The installation team lead will provide a LOM for the MAJCOM/unit to purchase to support the installation of FOTS equipment as stated in this SOO.

When all LOM items have arrived, the installation will be scheduled. Contracting shall reference the TC Communications quote number 412GSS20186 when purchasing the new fiber transport equipment to ensure the correct required equipment and programming options are purchased.

2.3. Base Support Requirements. The base will need to submit a Remedy Ticket to Army Comm to establish and label a diverging redundant T1 connection between building 221 and the White Sands Missile Range RAPCON.

2.4. Personnel. The base will provide a primary and alternate POC for the duration of the project. The team will require escort in to each of the facilities for the duration of the installation.

2.5. Testing and Restoration. The installation team will conduct preliminary end-to-end testing to ensure that the newly installed equipment is functioning within tolerance and to ensure operational capability. Circuits will be returned to full mission capability after installation is completed and services released to user, ATC operations.

2.6. Report. The team lead will provide a trip report with pertinent documentation related to the installation. To be provided within approximately 30 days upon completion.

3.0. Installation

3.1. Fiber Optic Tests. All strands of all fiber optic cables shall be tested in accordance with TIA 526-7-(2002) Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. As a minimum, the following tests shall be performed.

3.1.1. Optical Attenuation. End to end attenuation tests shall be conduct on all fiber optic cable strands. Tests shall be accomplished to ensure the installed cable has less than 10Db of loss.

3.1.2. Distance. Test to determine the installed cable length between optical patch panels.

All strands of all fiber optic cable that support the ATCALS mission shall be tested.

3.2. Labeling. Active and spare strands of fiber optic cable to and from the ATCALS sites will be labeled with Building/Facility number.

4.0. Replacement/Upgrade

4.1. Ground-to-Air Equipment and End-User Facilities: The Ground-to-Air Transmitter and Receiver Site (GATR) requires 23 radio channels to be integrated on to the new FOTS system with 9 channels steered to the Air Traffic Control Tower (ATCT) and the remaining 14 channels steered to White Sands Missile Range RAPCON.

4.1.1. The installation team will mount, power, ground, and cable one new TC Communications JumboSwitch and three new Automatic Lock Out Devices (ALODs) in Radio Rack #1 at the GATR site.

4.1.2. The installation team will mount, power, ground, and cable one new TC Comm JumboSwitch in the LMR Rack located in the ETVS/Equipment room at the ATCT.

4.1.3. The installation team will mount, power, ground, and cable one new TC Comm JumboSwitch and one new TC Comm T1 transport system in the RAWS owned equipment rack located in the Equipment room at building 221.

4.1.4. The installation team will mount, power, ground, and cable one new TC Comm T1 transport system in the RAWS owned equipment rack located in the IFR equipment room at the White Sands Missile Range RAPCON.

4.1.5. The team will ensure proper connectivity between facilities on the newly installed transport equipment.

4.1.6. The team will make all necessary cabling connections between the newly installed TC Comm JumboSwitches, ALODs, ATC Radios, and End-user equipment.

4.1.7. The team will work with ATC Tower and RAPCON personnel to ensure that all transitioned frequencies work at 100% functionality prior to returning the frequencies to operation.
