The place of performance is the FEMA Federal Regional Center, 130 228th Street SW, Bothell, WA 98021. The period of performance will be stated in the resulting contract. One day minimum notice is required before arriving on-site, and all work must be completed, reviewed, and accepted by the government upon completion.

STATEMENT OF OBJECTIVES (SOO)
FEMA Region 10 Federal Regional Center (FRC) Fire and Life Safety Services

A. Project Title Federal Emergency Management Agency (FEMA) Region 10 Federal Regional Center (FRC) Fire and Life Safety Services
B. Background FEMA requires inspection, testing, and certification services for the Region 10 fire alarm and sprinkler systems, fire extinguishers, and backflow prevention assembly(ies) at the Region 10 Federal Regional Center.
C. Objective The Contractor shall provide all labor, parts, and materials necessary for the inspection and testing of the fire alarm system, wet sprinkler system, pre-action sprinkler system, fire extinguishers, and backflow prevention assembly. The Contractor must coordinate with the Facilities team prior to arrival and provide a report after each site visit detailing work completed.
D. Requirements The Contractor shall provide comprehensive inspection and testing services in accordance with NFPA, manufacturer, and local authority standards, including:
• Fire Alarm System: Inspect and test all strobes, alarm devices, fire panels, pull stations, smoke detectors, and associated equipment.
• Wet Sprinkler System: Inspect all components for leaks, damage, proper charge, and compliance with applicable standards.
• Pre-action Sprinkler System: Test and inspect all pumps, valves, actuation devices, and associated equipment.
• Backflow Prevention Assembly: Inspect and test for proper operation and submit required reports to the City of Bothell.
• Fire Extinguishers: Inspect and certify per NFPA-10.
E. Deliverables and Delivery Schedule All work must be completed, reviewed, and accepted by the government upon completion. The Contractor must provide a minimum of one (1) day notice before arriving on-site.
F. Government-Furnished Equipment and Information Unless otherwise specified, all work and materials are to be provided at the Contractor’s expense.

H. Period of Performance As stated in the contract.
I. Site Security Requirements
• 100% identification check for all personnel.
• All toolboxes, machinery, and equipment are subject to random search and must not be left unattended in public areas unless approved.
• All containers and toolboxes must be locked, labeled, and include a point of contact.
• The Contractor must maintain a current roster of employees working on-site.
J. Safety Requirements
• The Contractor must comply with all applicable Federal laws and regulations and any additional safety measures required by the government.
• All tools and personal protective equipment must be provided by the Contractor and maintained in good working order.
K. Project Work Hours and Site Access
