STATEMENT OF OBJECTIVES

Work Order Number FEM00014-5J – Bldg. 61701 Maintenance / Repair Roofs Project Manager: Fredy Arevalo Date: June 24, 2022

Project Background The Barnes Field House was built in 1958. In 1989, the racquetball court roof was added to the building. There are four separate roofs that need replacement. The combined roof area is approximately 21,000 square feet. In November 2020, all of the building’s roofs were tested for asbestos. The test results were negative. See the test results 202010268.

Statement of Objectives This is a Design/Build contract. All work and materials will be based on UFC 3-110-03 Roofing Standard. The designer of record shall determine wind uplift pressures derived from the dimensions of the corners, perimeters, and fields of the roofs in accordance with ASCE-7, Minimum Design Loads for Buildings and other Structures. The calculated values shall be provided in a separate submittal. Except for the Pool Area Roof, the roofs shall be rated for winds up to 125 mph.

The Contractor shall provide design / build services and furnish all labor, material, equipment, supervision, transportation, permits, fees, licenses necessary to “Maintenance / Repair Roofs”, located at Fort Huachuca, Arizona. A non-specific statement of work for this repair project is provided below in Section 4.0. The Contractor shall prepare a more detailed scope of work outlining their Contract Execution Overview, to include their technical approach, labor hours, materials/equipment, self-performance/sub-contractor, and tentative schedule. The Contractor shall field verify the area of work before submitting their SOW and proposal.

Proposal Requirements Technical Approach. The Contractor proposal technical approach section must address each of the line items listed in Section 4.0, Statement of Work. Language of this section must include a description of the steps and methods by which each item of the SOW will be completed. This description must adhere to the details outlined in pertinent UFGS and UFC specifications, such that a clear understanding of the requirements can be demonstrated to a competent, qualified person.

Labor Hours. The Contractor proposal labor hours section must give a detailed breakdown of labor hours, to include an estimated number of hours assigned to each trade or supervisory position, such that a clear understanding of the division of labor can be determined. In addition, the total number of hours estimated for the project should be listed.

Materials/Quantities/Equipment. The Contractor Proposal Materials, estimated quantities, and equipment section must provide a clear and detailed list of all of the building materials and estimated quantities, as well as the equipment to be used in the execution of the project. These items must be presented in a bulleted list fashion such that a competent qualified person can understand what materials, estimated quantities, and equipment will be used during the execution phase of the project.

Materials shall include items such as chemicals or mechanical fasteners, hardware, devices, valves, piping, sealants, structural members, and all other permanently installed materials at the project location.

Equipment shall consist of all tools, machinery, motorized or engine driven equipment, and all other non-permanent items which will not be left on site.

Tentative Schedule. The Contractor Proposal Tentative Schedule section must provide a detailed estimate of all activities to be conducted during the project period of performance. Scheduled actions must be listed in a logical order to demonstrate a clear timeline of the proposed project activities.

Statement of Work The following list is not detailed in scope; the Contractor shall provide a more specific scope of work:

The project requires a full and complete tear-off of four separate existing roofs. This will be a design build incorporating R-30 insulation, single ply PVC membrane 72 mils in thickness minimum, and shall follow the UFC 3-110-03. Walking/equipment pads 100 mil thickness minimum shall be installed from the roof access points to and around all roof mounted equipment. A detailed statement of work shall accompany the proposal. See drawing FH-AZ 61701-01s.

All repaired roofs shall be insulated to R-30 value. Screws/fasteners may protrude through the top flange/flute of the deck but not through the bottom flute/corrugation. The Contractor shall submit cut-sheets for screws and fasteners that specify their corrosion resistance and the manufacturers’ insulation fastening requirements.

Contractor shall field verify the roof areas, penetrations, and equipment in place. See Picture #1.

Shop drawings associated with the SOW and estimate shall be provided as part of the Contractor’s proposal package. Cut sheets may be acceptable as “shop drawings” if they show how the work will be accomplished. Failure to provide shop drawings will render a proposal unacceptable.

The Contractor shall provide a complete design for approval, before construction commences, that shall include roof plans, roof details, and specifications.

The Contractor shall install the new roofs in accordance with manufacturers’ specifications, approved design drawings, and submittals.

All equipment curbs shall be inspected and repaired, if deteriorated. Pitch pans, lead jacks, and metal flashing where present shall be replaced with new. All scuppers, gutters, downspouts and other drainage related material and other roof associated accessories shall be replaced with new. If new roof/insulation produces a thicker roof than currently exists, curbs for roof mounted equipment and all vent/exhaust stacks shall be adjusted.

Curb and penetrations in the Administration Area Roof that no longer are used shall be demolished. The Government will identify the curbs and penetrations after award.

Expansion joints, where present, shall be replaced with new and warranted as part of the roof.

Contractor shall install new 26 gauge steel base flashing on all existing roof penetrations, where base flashing is not existing.

Deteriorated fascia/rake boards shall be replaced with new and painted to match existing color.

Any equipment or conduit identified as abandoned by the Government shall be removed and disposed of.

Racquetball Court Area Roof. The racquetball roof is approximately 3600 SQF and has tested negative for asbestos. The Contractor shall demolish the built-up roof and insulation. Provide and install PVC membrane per 4.01. The roof shall be rated for winds up to 125 mph. See Picture #2, #3, #4, and #5.

South Entry Area Roof. The entry roof is approximately 490 SQF and the roof was tested negative for asbestos. The Contractor shall demolish the built-up roof and insulation. Provide and install PVC membrane per 4.01. The roof shall be rated for winds up to 125 mph. See Picture #2, #3, #4, and #5.

Pool Area Roof. The pool roof is approximately 8900 SQF. The pool roof was re-tested for asbestos and the test results are negative for asbestos. Demolish the built-up roof and insulation. Provide and install PVC membrane per 4.01. See Picture #6, #7, #8, #9, and #10. The wind-speed requirement for this roof area is based upon original plans, which is assumed to be less than 125mph.

Administration Area Roof. The administration roof is approximately 8000 SQF. The roof was tested negative for asbestos. Demolish the built-up roof and insulation. The roof shall be built up to ensure proper drainage and eliminate water ponding. Provide and install PVC membrane per 4.01. The roof shall be rated for winds up to 125 mph. See Picture #9 and #10.

Many conduits and wires will have to be detached from the roofs to install the new roof systems. Electrical circuits shall be re-routed, wires cut out and spliced to ensure that the affected areas are not without power for longer than 60 minutes. Re-install the conduits and wires by the best means and methods. Any necessary utility outage or equipment disconnect shall be coordinated a minimum of 5 working days in advance. Utility and/or equipment shall not be disconnected without approval from the Government.

Remove the existing ridge vent above the pool area and cover the opening. That ridge vent no longer serves any purpose.

Provide ½” conduit and frame support for the lightning warning system (Strike Guard). The ½’ conduit shall be embedded in the insulation. The frame support will be attached to the ridge area.

The User will re-route the DirectTV cables before the work commences to areas that do not interfere with the work. The User will re-install DirectTV cables after the work is complete.

Replace all 3 access ladders to meet minimum OSHA standards and add a metal stair for the South entry roof area.

The Contractor shall demolish the existing Pool Area Roof in no more than 5 working days and shall notify the Government 2 weeks in advance of the demolition. The Contractor shall install the new Pool Area Roof so that the screw fastening process is completed in no more than 5 working days and shall notify the Government 2 weeks in advance of starting that process. The Contractor shall cover the swimming pool during both of those phases of the project.

At no time shall the roofs be left in a condition that could allow water to penetrate. Contractor is allowed to core sample to verify the thickness of the roofs before award. Contractor shall spot repair where core samples are taken.

All new roofs shall be watertight. All drainage shall be positive with no ponding. Water testing is required for all roofs. A Government representative shall be present during water testing.

The final product shall include a materials and labor warranty of a minimum 20-year material and 5 years inspection and labor.

The HVAC system in the racquetball court is not part of this task order. Any issues with that HVAC system will be corrected by the Government O&M Contractor.

The Contractor shall install safety signs at the access points and on the roof regarding slippage when wet or frosted over or snow covered.

The lightning protection system (LPS) is not part of this task order.

4.29 Remove all trash and unused material from all work areas.

Schedule Notice to Proceed (NTP) shall be issued no later than 10 calendar days after the award and project shall be 100% complete and ready for final inspection no later than 120 working days after the NTP.

The Contractor’s proposed schedule shall be submitted with the proposal. A revised schedule shall be submitted at the time of the preconstruction conference for approval. The schedule shall be in the form of a progress chart of suitable scale to indicate the percentage of work scheduled for completion at any given date during the period. The schedule shall take into consideration anticipated adverse weather that could preclude progress, long-lead equipment or materials critical to the completion of the project, review periods for submittal items requiring Government review and approval, air quality control permitting process and other events and milestones as necessary. The schedule shall be dated and signed by the preparer. The schedule shall be updated, revised and submitted for approval each time in the event that work falls behind. The revision number shall be shown on any re-submittal. The intent is to show in the event that construction is behind just how the Contractor intends to finish within the approved contract time period. It is the Contractor’s responsibility to properly maintain the site during the life of the contract and warranty. Any damage caused by nature beyond the Contractor’s control will be addressed as a separate issue.
