The contractor shall provide continuous delivery of various liquid and compressed gases to support NRL's scientific research and technological development operations. Primary services include: delivery of liquid and compressed gases (helium, nitrogen, argon, and specialty gases) to multiple buildings on the NRL-DC campus; supply and removal of contractor-owned tanks and cylinders; pickup, filling, and return of government-owned tanks and cylinders; and preventive maintenance, repair, and replacement services for government-owned equipment. Historical demand indicates approximately 200-250 liquid tanks (Dewars) annually and 1,000-1,250 compressed gas cylinders annually. Specific requirements include 7 line items for liquid gases (helium and nitrogen in various sizes and pressures) and 22 line items for compressed gases (acetylene, air, argon, carbon dioxide, helium, hydrogen, krypton, methane, neon, nitrogen, oxygen, and sulfur hexafluoride) in multiple grades and cylinder sizes. Contractor must maintain customer service operations during normal business hours (6:30 AM–3:00 PM Eastern Time, Monday–Friday), with delivery capability within 72 hours for routine requests and 24 hours for emergency requests. Contractor must perform all work during standard laboratory hours, coordinate with the NRL Facility Manager, and ensure employees obtain Defense Biometric Identification System (DBIDS) access. Contractor shall submit transition plans (CDRLs A001–A003), monthly delivery reports (CDRL A005), and maintenance reports (CDRL A004) to the Contracting Officer's Representative. Statement of Objectives
Liquid and Compressed Gas Fulfillment Services
Naval Research Laboratory – D.C.
1. Purpose and Location of Solicitation
The Naval Research Laboratory (NRL) requires continuous deliveries of various liquid and compressed gases for a wide variety of scientific and industrial applications, including the operation of specialized scientific equipment used in scientific research and technological development. This Statement of Objectives is intended to guide potential contractors in the design and performance of this service.
The contractor shall be responsible for the ongoing delivery and upkeep of liquid and compressed gases for all buildings as required at the following location:
Naval Research Laboratory – D.C.
4555 Overlook Avenue SW
Washington, DC 20375
2. Responsibility
Contractor shall be licensed and insured to perform all installation operations and comply with all local and Federal Laws and rules covering the installation operations performed at Naval
Research Laboratory (NRL).
Contractor shall comply with NRL requirements as defined in the contract terms and conditions and proposal response instructions.
3. Base Access Requirement
Prospective Contractor’s employees requiring access to Naval Research Laboratory (NRL-DC) shall have or be able to obtain Defense Biometric Identification System (DBIDS) access to the installation.
Failure to obtain or maintain base access may result in contract cancelation.
4. Scope and Description of Services Desired
The contractor will provide the following:
• Provide liquid and compressed gas delivery to various buildings and locations at the
NRL-DC campus in Washington, DC. This will include on-site filling of Government-owned and contractor-owned tanks and cylinders.
• Supply full Contractor-owned liquid gas tanks and compressed gas cylinders and remove empty Contractor-owned tanks and cylinders when requested.
• Pick-up of empty Government-owned liquid gas tanks and compressed gas cylinders and fill with liquid and compressed gases as ordered, and return full tanks and cylinders to NRL-DC.
• Services for routine Preventive Maintenance (PM), repair, and replacement of
Government-owned tanks and cylinders.
NRL requires the supply and delivery of a variety of liquid and compressed gases of varying purity levels and container sizes to NRL divisions located in multiple buildings at NRL-DC to support scientific and industrial operations.
The HAZMIN Section previously provided liquid and compressed gases to NRL divisions by using the following acquisition methods:
a.) Maintaining an inventory of Government-owned gas cylinders and sending them to gas suppliers to be refilled with specified gases and providing those gas cylinders to NRL divisions when requested.
b.) Procuring liquid and compressed gases in contractor-owned tanks and cylinders when needed to meet division requirements.
HAZMIN has ordered approximately 200-250 total tanks (also known as Dewars) of liquid nitrogen, liquid helium, and liquid argon per year over the last five fiscal years. HAZMIN has also distributed approximately 1,000 to 1,250 compressed gas cylinders per year to NRL customers over the last five fiscal years. These gases are a mix of argon, helium, nitrogen, hydrogen, carbon dioxide, and oxygen, among other gases.
Additionally, NRL divisions procure “specialty” gases that are not in the HAZMIN Center catalog. These gases are typically unique mixtures and purities of gases that may be ordered on a sporadic basis.
The Contractor must supply liquid and compressed gases of the type, purity level, and container size as specified in this Statement of Work (SOW). The Contractor must supply the lease, maintenance, repairs, and other servicing of Contractor-furnished tanks and cylinders.
The contractor must also fill Government-owned compressed gas cylinders and liquid gas tanks with required gases as long as they are qualified for transportation, storage, and use In
Accordance With (IAW) Department of Transportation (DOT) regulations, specifically 49 CFR
180.201-217.
The contractor will provide services for routine Preventive Maintenance (PM), repair, replacement, and disposal of Government-owned tanks and cylinders. Services may include hydrostatic testing, sandblasting, painting, and labeling of the tanks and cylinders.
The Contractor is responsible for making deliveries multiple times per week, Mondays through
Fridays, as required by NRL. Deliveries are typically made at least one (1) to three (3) days per week depending on usage. Delivery requests may be routine or emergency; routine requests must be delivered within 72 hours, and emergency requests must be delivered within 24 hours.
Usage volume per tank can fluctuate depending on what projects the various NRL divisions are working on. Government and contractor personnel will monitor tank usage simultaneously.
The Contractor is responsible for performing routine preventive maintenance (PM) on the tanks it owns and performing service repairs on Contractor leased tanks as necessary (e.g., valve replacement, hydrostatic testing, etc.).
5. Access to Site and Work Hours
Services under this contract must be performed in such a way that will minimize interruption to, or interference with, the normal operation of Government business on the premises to the extent possible. The contractor shall coordinate with the NRL onsite Facility Manager to coordinate activities and provide status against the schedule.
All installation activities will be conducted during normal business hours of the laboratory
(6:30am – 3:00pm) Monday through Friday.
See Attachment 2 – Instructions for On-site Contractors for more information.
6. Quality and Warranty
The Contractor will execute a Quality Plan to ensure workmanship and materials meet industry standard quality control metrics and standards.
