About this file
This document is a Statement of Need (SON) for a Torque System (Brand Name or Equal) requirement at Travis Air Force Base, California. The 60th Maintenance Squadron/Wheel & Tire has a need to assemble various aircraft wheel assemblies, but their current torque system is inoperative, and the wheel build-up stand has reached end-of-life. Without these critical pieces of equipment, the unit's production is reduced by 75%, potentially causing supply chain delays.
The contractor is required to deliver and install a Bauer Model 8071 Wheel Build-Up and Bauer Model 8731 Wheel Assembly Torque System (or equal) that meets specific technical requirements, including adjustable simultaneous torque capability, accuracy, and range. The contractor must also provide a wheel lifting fixture, torque standard calibration equipment, end-user manual, on-site installation, and training services. The contract will be awarded within 30 days, and the equipment must be delivered to Travis AFB. The one-year warranty and shipping costs are to be included.

Statement of Need For
60 MXS/MXMTA
60th Maintenance Squadron/Wheel & Tire has a requirement to assemble multiple types of aircraft wheels to include C-17, C-5 and KC-46 main and nose wheel assemblies. To perform this task, we use a tilt cylinder wheel build-up stand paired with a twin-spindle torquing system meant for aircraft wheel assemblies. The current torque system is inoperative and requires upgrade due to replacement parts being unavailable. The wheel build-up stand in use has come to its end of life and requires replacement/upgrade. Without these units Wheel & Tire’s production is reduced to 25% of normal operation potentially causing supply chain delay.
