STATEMENT OF NEED

NOAA Fairbanks Command & Data Acquisition Station Hand-Held Spectrum Analyzer

NE-EB3000-23-00910

BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO) has operational responsibility for the Satellite Operations Control Center (SOCC) located in Suitland, MD, Wallops Island, VA, and Fairbanks, AK. Fairbanks Command and Data Acquisition Station (FCDAS) is a 24/7 satellite tracking station operated by NOAA for in support of environmental monitoring spacecraft. As part of its operations, FCDAS utilizes antenna systems capable of automatically tracking radio signals transmitted from these spacecrafts.

FCDAS requires the use of spectrum analyzers to identify, track, and characterize the performance of radio frequency signals from all supported spacecrafts. Integral components of the antenna systems are tested using spectrum analyzers. These antenna systems are part of the nation's Critical Infrastructure support system.

SCOPE OR MISSION:

This portable spectrum analyzer will be used by technicians in the field to measure antenna components in place. Battery operation will ease testing of devices installed in the antenna feeds and other locations that are difficult to access.
