About this file
This Statement of Need and related Special Notice outline NOAA's requirement to purchase replacement lithium ion battery packs for Hefring Engineering Oceanscout autonomous gliders, supporting the Inflation Reduction Act Uncrewed Systems and Passive Acoustic Monitoring Strategic Initiatives. The base requirement is for 15 battery packs (1400 Wh each) to be delivered in the first year (10 within 6 months, 5 within 12 months), with two 12-month option years for up to 5 additional battery packs each year, totaling a potential 25 battery packs.
NOAA intends to award a single-source, firm-fixed-price contract to Hefring Inc. under simplified acquisition procedures. Interested vendors must submit capability statements demonstrating their ability to meet requirements by 10:00 a.m. ET on January 9, 2025, to Diamond Turner (diamond.turner@noaa.gov). Capability statements must include technical capabilities and cost information. If no qualifying responses are received, the government will proceed with the sole-source award to Hefring Inc. without further notice.

These programs have recently purchased a number of Hefring Oceanscout personal portable underwater gliders. These instruments are powered by single use lithium primary batteries. In order to continue to evaluate these instruments, the two SI Programs have the need for replacement batteries for recently purchased Hefring Gliders.
Therefore the Government has the need for additional replacement batteries. In the base year the Vendor shall provide fifteen (15) sets of replacement Lithium Ion battery packs (1400 Wh). In each of the following option years the Vendor shall provide up to 5 additional batteries per year.
Scope
The Vendor shall provide up to twenty-five (25) replacement battery packs for existing instruments, in a base year and two option years.
Tasks (Requirements)
The offeror shall provide replacement lithium ion battery packs (1400 Wh).
