About this file

This is a Statement of Need (SON) for the renewal of iLab Solutions subscription software for the Center for Cancer Research (CCR) Core Facilities at the National Cancer Institute (NCI). The CCR's Office of Science Technology Resource (OSTR) requires a modular, web-based asset management software to support eight core facilities' day-to-day operations. The iLab Operations Software, in use since 2015, enables service request processing, project management, billing, and administrative functions across current core facilities with plans to expand to two additional facilities.

The technical requirements specify that the software must be modular and web-based with functionality for core facilities management, instrument access and control, sample processing management, and publication tracking. The sample processing module must support customized processor types, request forms, and services for multiple technologies and workflows, including the ability to generate customizable sample sheets (Sanger, Nanostring nCounter, ddPCR) compatible with instrument software. The software must integrate with the institution's Business Management Systems (BMS) for unified billing and invoicing across multiple facilities, feature an intuitive billing platform for accurate accounting, provide real-time equipment usage tracking via kiosk interface, and allow manual blocking of user access to equipment requiring training verification. This is a Firm Fixed-Price Purchase Order with delivery required within 7-10 business days of award and installation within 7-10 business days of delivery by an OEM-certified technician. The contractor must provide software service, updates, and telephone technical support at no additional cost to the Government, with advance approval required for all updates. A 12-month warranty against defects is required from the installation date, with repair or replacement at no cost to the Government if defects occur.

STATEMENT OF NEED (SON)

1.0 TITLE

iLab Solutions Subscription Renewal for CCR Core Facilities

2.0 BACKGROUND

The CCR core facilities under the Office of Science Technology Resource (OSTR) in the Center for Cancer Research (CCR) at the National Cancer Institute (NCI) require the renewal of its iLab Operations Software which has been in use since 2015. This modular, web-based, asset management software supports the operation of 8 cores in addition to other shared resources. The iLab Core Facility Management Software is essential for the day-to-day operations of our core facilities, enabling these facilities to operate more effectively and efficiently. The software allows for seamless service request processing, project management, and billing, all while streamlining administrative functions. Its use has been crucial for our six current core facilities and will become even more critical as we expand to include two more core facilities. Without the software, it would be exceedingly difficult to manage the increased operational complexity of these facilities.

3.0 OBJECTIVES

The OSTR requires a web-based tool for research management to support various operational functions across eight (8) core facilities at the CCR, including service request management, customer and project management, billing and invoicing, as well integration with internal financial systems. The iLab Operations Software streamlines the management of the core facilities, ensuring operational efficiency, and enhancing the ability to track and manage costs. The software will allow government to continue benefiting from these advantages and further streamline operations at the NCI/CCR.
