About this file
This document is a Statement of Need (SON) for the purchase of a Brand Name or Equal Sapphire FL phosphoimager by the National Institutes of Health (NIH), National Cancer Institute (NCI). The NCI requires this instrument for critical cancer research on proteins involved in cancer progression, as their existing 20-year-old instrument is no longer functional. The SON outlines the required product features, including the ability to perform phosphorimaging of samples containing 32P, 33P and 35S, a dynamic reading range of 5 orders of magnitude, and adjustable pixel size. The contractor must provide delivery, installation, and training within specified timeframes. This requirement is a Total Small Business Set-Aside under NAICS code 334516 with a size standard of 1000 employees. An award will be made on a Lowest Price Technically Acceptable basis.

STATEMENT OF NEED (SON)
1.0 TITLE
Purchase of a Brand Name or Equal Sapphire FL phosphoimager
2.0 BACKGROUND
A group within the National Institutes of Health (NIH), National Cancer Institute (NCI), studies a family of proteins called Arf GAPs with an overexpression associated with metastasis and poor prognosis in a number of cancers. The Arf GAPs comprise part of the invasion apparatus called invadopodia and have been found to be necessary for invasion and metastasis of cancer in mouse orthotopic xenograft models.
NIH NCI has been working towards understanding the molecular basis of the regulation of these proteins at atomic resolution for the ultimate goal of designing therapeutics for this and other proteins involved in cancer progression. Performing and preparing a structure/function analysis is central to the cancer research/work. One critical instrument for the structure/function analysis of purified proteins is a phosphoimager.
NCI has developed an assay for Arf GAPs enzymatic activity which is now considered to be the gold standard and most quantitative assay. The level of quantitation is critical for NIH NCI’s structure/function studies. In the past, NCI has been using a Storm phosphorimager to conduct these studies. The Storm phosphorimager instrument was purchased more than 20 years ago and has reached the end of its lifecycle. Further, the instrument is controlled by a Windows 2000 computer, making both the instrument and computer obsolete. Parts for repairing the instrument and computer are no longer available. Recently, the interface between the computer and instrument failed. NCI has been unable to repair this instrument. As a result, critical cancer research (studies on proteins involved in cancer progression), testing and studies have not been able to be performed generating a testing backlog. To alleviate further detriment to cancer research, NCI has an immediate need for a Sapphire FL Phosphorimager.

5.0 PAYMENT
Payment shall be made after delivery/installation and acceptance of the equipment by the TPOC under this order.
The following clause is applicable to all Purchase Orders, Task or Delivery Orders, and Blanket Purchase Agreement (BPA) Calls: Prompt Payment (Jan 2017) FAR 52.232-25. Highlights of this clause and NIH implementation requirements follow:
| I. | Invoice Requirements |
| A. | An invoice is the Contractor's bill or written request for payment under the contract for supplies delivered or services performed. A proper invoice is an "Original" which must include the items listed in subdivisions 1 through 12, below, in addition to the requirements of FAR 32.9. If the invoice does not comply with these requirements, the Contractor will be notified of the defect within 7 days after the date the designated billing office received the invoice (3 days for meat, meat food products, or fish, and 5 days for perishable agricultural commodities, dairy products, edible fats, or oils) with a statement of the reasons why it is not a proper invoice. (See exceptions under II., below.) Untimely notification will be considered in the computation of any interest penalty owed the Contractor. |
1. Vendor/Contractor: Name, Address, Point of Contact for the invoice (Name, title, telephone number, e-mail and mailing address of point of contact).
2. Remit-to address (Name and complete mailing address to send payment).
3. Remittance name must match exactly with name on original order/contract. If the Remittance name differs from the Legal Business Name, then both names must appear on the invoice.
4. Invoice date.
5. Unique invoice #s for all invoices per vendor regardless of site.
