STATEMENT OF NEED
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries
Office of Management and Budget (MB 6) Purchase Radio Frequency Scanners Identification (RFID)
PURPOSE: Purchase Eleven (11) TSL 1166 or equal Bluetooth Rugged UHF RFID Reader for use with NMFS’ Risk Safety Solution’s Chemical Inventory System that is currently used at our science centers.
SCOPE OR MISSION : In accordance with the U.S. Department of Labor’s Occupational Safety and Health Administration’s 29 CFR 1910.1200, NMFS is required to keep an accurate inventory of chemicals that are used in our science center laboratories.
BACKGROUND: The requirement is based on OSHA’s Hazardous Communication Standard, 29 CFR 1910.1200 that states an employer must keep an accurate inventory of all chemicals stored and/or used in the workplace, specifically, NMFS science center laboratories.
Approximately 2 years ago, OMB (MB – 6) purchased the Risk Safety Solutions (RSS) chemical inventory management system for all NMFS’ science centers. The RSS system uses an iPhone application and RFID – barcodes to track chemicals in the laboratories. Currently, to validate an inventory within a specific lab space, NMFS science center personnel must use an iPad or iPhone camera to scan each barcoded chemical container one at a time. The RFID scanner will eliminate this task.
TECHNICAL SPECIFICATIONS: Contractor shall provide eleven (11) TSL 1166 brand name or equal Bluetooth Rugged UHF RFID Readers that shall meet the following:
The RFID Scanners must meet an IC Protocol of ISO 18000 – 6C with a frequency range of 860 MHz to 960 MHz.
Scanners must be compatible with the attached specification sheet of the RFID – Barcodes that are currently being used at our science centers.
The RFID scanner shall allow for NMFS personnel to take and validate an inventory within a lab space by scanning the entire lab space with the press of a button. Thus, all the RFID – Barcode tags will be read immediately by the scanner. This will eliminate our current method of validation that requires scanning each and every barcode using an iPad/iPhone.
RFID scanner shall be wireless
RFID scanner shall contain USB connectivity to get the data off the scanner onto a computer.
RFID scanner shall come with the required charging and data transfer cords.
SPECIAL REQUIREMENTS: N/A
DELIVERY SCHEDULE : Within 90 days of award
DELIVERY LOCATION: 1315 East West Highway, SSMC 3, Office of Management and Budget (14 th floor), Silver Spring, MD 20910
PROJECT LEAD: Michael Walterschied, Michael.walterschied@noaa.gov , 202-631-5553
EVALUATION CRITERIA: This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the specified requirement of the RFQ. Failure to include all required items in the quote will render the quote ineligible for award. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail. Please ensure to include details about what is being offered as just providing a price does not give enough information to deem technically acceptable or not.
1. The quote shall meet the Technical Specifications identified in the Statement of Need.
2. Firm-Fixed price to include FOB Destination.
CONTRACTORS INVOICE: .
The Contractor shall prepare and submit invoices to MB.Invoices@noaa.gov . If the invoice does not comply with these requirements, the designated billing office will return it within 7 days after receipt with the reasons why it is not a proper invoice. (iii) Contract number or other authorization for supplies delivered or services performed (including order number and line item number).
(iv) Description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed.
(v) Shipping and payment terms (e.g., shipment number and date of shipment, discount for prompt payment terms). Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading
(vi) Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice.
(vii) Any other information or documentation required by the contract (e.g., evidence of shipment, Bill of Lading (BOL) invoice showing exact charges if freight exceeds $100. The mailto:Michael.walterschied@noaa.gov mailto:MB.Invoices@noaa.gov government will only pay exact costs for freight when the charge exceeds $100, must be supported by airway or BOL invoice).
