About this file
This is a Statement of Need (SON) for the American Hospital Association Annual Survey of Hospital Data Purchase (2025). The document identifies this as a follow-on supply/product acquisition for ASPE (Agency for Healthcare Research and Policy Evaluation) to continue annual access to hospital system data required for Reports to Congress under Section 109 of the No Surprises Act.
The required product is the AHA's Annual Survey Database, which is the only national hospital-level dataset that provides updated hospital system identification information necessary for ASPE's health policy studies on provider market structure and hospital concentration. The database contains approximately 6,500 hospital records with up to 1,000 data fields covering organizational structure, facility and service lines, inpatient and outpatient utilization, physician arrangements, staffing, corporate and purchasing affiliations, teaching status, geographic indicators, and cross-reference identifiers including Medicare Provider Numbers and National Provider Identifiers. Specific required fields include hospital county, ZIP code, service category, profit status, number of admissions, system membership, and detailed staffing data. The contractor shall deliver the complete dataset to ASPE via a web portal or other secure means. ASPE has purchased this data annually for several consecutive years from the same vendor, establishing a contractual history with this requirement.

3. Compatibility or Performance Characteristics for Supply of Service
Required Features & Benefits of the acquisition:
ASPE conducts various health policy studies that require information on provider market structure, including hospital concentration. The AHA’s Annual Survey Database is the only national database that has updated information on the hospital system ID that would allow treating all hospitals belonging to a system within a geographic area as a single entity. The other national hospital level database is the hospital Cost Report maintained by CMS; the Cost Report, however, does not provide system level identification necessary for summarizing individual hospitals to the associated system level. The current purchase order would allow ASPE to update this information to the latest year available.
The AHA database is the only national hospital-level dataset that is updated on an annual basis and that provides the data necessary many projects at ASPE including hospital system market structure and hospital staffing capacity. The database includes up to 1,000 data fields on the characteristics of approximately 6,500 hospitals including organizational structure, facility and service lines, inpatient and outpatient utilization, physician arrangements, staffing, corporate and purchasing affiliations, teaching status, geographic indicators, and cross-reference identifiers (e.g., Medicare Provider Number and National Provider Identifier). Specific fields required for many ASPE projects include hospital county, ZIP code, service category, profit status, number of admissions, and system membership and detailed staffing data.
The contractor shall supply a dataset with all these elements to ASPE.
