Statement of Need – NR-MAC100-21-00235
1. Background and Purpose
Black carbon in the air affects both climate and air quality. It is important to identify and quantify emission sources in urban areas and determine its transport and transformations in the air. We will deploy the black carbon instrument on an aircraft.
Airborne measurement of black carbon can help us to improve our understanding of black carbon emissions and chemistry and evaluate emission inventories of black carbon to reduce uncertainty in climate models. The scientific information we obtain about black carbon will inform policy makers for climate mitigation and air quality improvement.
NOAA/ARL/AMSD has a requirement for equipment for the Tracers of Opportunity project. The equipment will be deployed on a research aircraft to measure black carbon in the air over the Washington, DC-Baltimore and New York City areas.

3. Product’s Technical Specifications or Tasks to be performed or required items (with description) and Deliverables (for services)
Our requirements for black carbon measurements include:
● Real-time continuous and fast (1 Hz) measurements
● Light weight to meet the aircraft weight limitation
● Black carbon measurements at different wavelengths from UV to near IR
● Reliable, rugged, and automatic: power-on and go
Based on extensive market research, the Government has determined that the Magee Scientific Model AE43 Aethalometer meets these requirements.
