About this file
This Statement of Need document outlines requirements for replacing the sponson/collar systems on two 27-foot Safe Boat vessels operated by MacDill Air Force Base's Marine Patrol program. The project requires replacing the degrading blue outer shells and compressed foam interiors of the port and starboard sponson/collars on each vessel with new systems that meet Safe Boat requirements. The replacement collars must have a blue outer shell, black rub rail, and "USAF POLICE" lettering to match the existing systems. The selected contractor must remove the old collars, prepare the hulls as needed, install the new collars per Safe Boat guidelines, and provide documentation and warranties. All work must be completed at the Marine Patrol Boathouse within four months of contract award.

SAFE BOAT SPONSON/COLLAR SYSTEM REPLACEMENTS
STATEMENT OF NEED
01 February 2024
1. Requirement: The MacDill AFB 6 SFS Marine Patrol program provides security patrols along the 7.2 miles of coastline of the base perimeter, 24 hour/7 days a week. Patrol responsibilities include intercepting boats that breach the exclusion zone, identify operators, working with USCG, State and local marine law enforcement to maintain the integrity of exclusion zone. The current blue in color collar system is pealing due to the harmful UV rays.
Under the blue collar is a white mesh showing through. The collar system needs to be replaced to keep the look of a professional Police vessel. Furthermore, the pealing blue collar system will further degrade, and the interior compressed foam will start to fall off the system creating a harmful hazard to aquatic marine life along with reducing the integrity of the vessel as designed.
This collar system failure over time will down the vessel and will not be able to be utilized for the physical security of MacDill AFB. Request port and starboard collar/sponson systems on SAFE Boat vessels hull #’s 1957 and 1958 be replaced. The estimated time from contract award date to completion should be within four (4) months. Extensions shall be approved by the Government.
2. Characteristics: Two 27’ WAC SAFE Boat vessels hull numbers 1957 and 1958. On each vessel, the contractor will replace the blue collar/sponson system with a newer system.
CLIN 0001: The collar system will have the blue in color outer shell with a black rub rail in the center. The port and starboard side shall have “USAF POLICE” to mirror the old outdate system that is to be removed. The fabric and compressed foam would be replaced. The old system shall be removed and any prep needed to accommodate the new system shall be performed. The collar/sponson system shall be replaced to be in line with SAFE Boat requirements to ensure aftermarket systems do not fail.
3. Inherent Services: Remove existing degrading port and starboard collar system, prep any area required to receive the new collar system. Install the new collar/sponson system IAW with SAFE Boat requirements.
4. Delivery: Due to the size of the vessels, work shall be performed at MacDill AFB, building 386, Marine Patrol Boathouse.
5. Terms and Conditions: Documentation of installation with manufacturer’s approval for warranty and proof of all associated equipment warranty. The contractor shall furnish manufacturer qualified personnel, equipment, tools, materials, supervision, other items and services needed to complete this contract. It will be the contractor’s responsibility to negotiate proprietary and subcontract issues with the manufacturers of equipment used on MacDill AFB and covered by this contract. Documentation, warranty proof and records will be turned over to the government on completion of the contract.
