Statement of Need
JBSA Motorcycle Safety Program
Motorcycles
1. SCOPE. The Motorcycle Safety Program is in need of new training motorcycles in order to meet our JBSA Continuous Output Levels of Support (COLS) to provide initial motorcycle safety training to military members. Our current fleet has aged to a point that reliability and mechanical issues are affecting training and safety of the students. The maintenance costs associated with restoring our current fleet to an acceptable operating condition would exceed their value. A new fleet would alleviate the excessive time spent on overcoming reliability and maintenance issues and allow us to focus on effective safety training.

3. SALIENT CHARACTERISTICS
We are requesting 8 each of Honda Rebel 300s or equivalent type model in year model 2020. They must meet the following characteristics in accordance with Motorcycle Safety Foundation (MSF) requirements for training motorcycles as well as be able to operate reliably in our environment:
1. Brand Name or Equal -year 2020 New Honda Rebel 300
2. Street legal
3. Come fully assembled and in proper operating condition
4. Be delivered to the training location (Medina Annex)
5. An engine displacement between 200-500cc
6. Liquid-cooled four-stroke engine (to ensure reliability in extreme temperatures)
7. Fuel-injection system (to ensure reliability in extreme temperatures)
8. Chain drive
9. A curb (wet) weight of less than 441 pounds
10. A seat height of less than 30 inches
11. No preference in color
12. Registration will not be required as vehicles will only be operated on base on a closed course.
4. WARRANTY REQUIREMENTS: Each item must include a standard manufacturer’s warranty.
5. TECHNICAL EVALUATION: Will be based on: Lowest Price Technically Acceptable
6. DELIVERY: Call POC prior to delivery
