About this file

The provided document is a Statement of Need (SON) for a Mobile Fuel Tank Trailer. The SON outlines the Air Force's requirement for an efficient and reliable fuel supply system to support operational readiness and mission success. The key details are:

The Air Force faces challenges in maintaining a consistent and efficient fuel supply, particularly in remote or forward-deployed locations. To address this issue, the Air Force is seeking a 750-gallon Mobile Fuel Trailer with various features, including a weatherproof lockable cabinet, dual 6,000-lb spring axles with electric brakes, and included fuel pump options. The proposed solution aims to enhance operational capabilities and sustainability. The related federal contract opportunity (Solicitation Number FA460024Q0123) seeks to procure the Mobile Fuel Trailer as described in the SON for delivery to Offutt AFB.

Statement of Need: Mobile Fuel Tank Trailer

POCs:

Introduction: Efficient and reliable fuel supply is critical for maintaining operational readiness and mission success in the Air Force. Ensuring that aircraft and ground vehicles are adequately fueled without delays is essential for rapid response and sustained operations.

Define the Problem: Currently, the Air Force faces challenges in maintaining a consistent and efficient fuel supply for its diverse fleet. Traditional refueling methods can be time-consuming and logistically complex, leading to potential delays and reduced operational efficiency. This issue is particularly pronounced in remote or forward-deployed locations where access to fuel infrastructure is limited.

Who is Affected: This problem affects all units within the Air Force that rely on timely and efficient refueling to maintain operational readiness. This includes aircraft squadrons, ground vehicle units, and support teams operating in various environments, from domestic bases to isolated locations.

Evidence of the Need: Studies and operational reports have highlighted the inefficiencies and delays caused by current refueling practices. For example, a recent analysis showed that units in remote locations experience up to 30% longer refueling times compared to those with established infrastructure. Additionally, feedback from field operations has consistently pointed to the need for more mobile and versatile refueling solutions.

Consequences of Inaction: If this issue is not addressed, the Air Force will continue to face operational delays and reduced mission effectiveness. Prolonged refueling times can lead to missed mission windows, increased wear and tear on equipment, and higher operational costs. In critical situations, these delays could compromise mission success and jeopardize the safety of personnel.

Role: Our organization has a long-standing commitment to supporting the Air Force with innovative and reliable solutions. We have a proven track record of delivering high-quality equipment that meets the rigorous demands of military operations. Our expertise in fuel management and logistics positions us uniquely to address this critical need.

Proposed Solution: We propose a Mobile Fuel trailer, which offers the following specifications or greater:

• 750-gallon diesel capacity: Ensures ample fuel supply for extended operations.

• 54″ weatherproof lockable cabinet with gull wing doors: Provides secure storage for equipment and tools.

• Dual 6,000-lb spring axles with electric brakes: Enhances stability and safety during transport.

• 7,000-lb manual jack and safety chains: Facilitates easy and secure hitching.

• Adjustable height hitch: Allows for compatibility with various towing vehicles.

• Aluminum wheels and DOT-compliant LED lighting: Ensures durability and visibility.

• Two LED floodlights: Improves visibility during nighttime operations.

• Spring-mounted internal tub-baffled tank: Reduces vibration and enhances fuel stability.

• Reinforced tread plate fenders with access steps: Provides durability and ease of access.

• Included Fuel Pump Options:

o Gas-powered 5.5 hp motor with 2″ pump (40 gpm).

o 12V pump (25 gpm).

o 12V DEF pump (8 gpm).

• Optional Upgrades:

o Air compressor or combination air compressor/generator.

o Spare tire carrier and tire.

o Full drawer set with multiple drawers.

o Solar battery charger.

o 12V electric jack.

o Rear cabinet and V-nose cabinet.

Conclusion: Addressing the need for a more efficient and reliable fuel supply system is crucial for the Air Force’s operational success. We urge stakeholders to support this initiative to enhance our operational capabilities and sustainability. The contractor shall deliver the equipment listed above or equivalent to Offutt AFB, The contractor shall provide all manufacturer owner’s manuals for all equipment.
